Notice on Adjusting the Management Measures for Freight Vehicle Passage in the Main Urban District of Guang'an City

In order to further facilitate the passage of trucks on urban roads, To help ensure smooth logistics and serve economic and social development, based on the actual road traffic management of our city, it has been decided after research to adjust the current management measures for restricting the passage of freight vehicles in the main urban area of ??Guang'an City. The relevant matters are hereby announced as follows:

1. Controlled areas

The built-up areas of Guang'an District and Guang'an Economic Development Zone in Guang'an City.

2. Controlled Vehicle Types

The freight vehicles referred to in this notice include trucks, special operation vehicles, and trailers.

3. Access Measures

(1) Access Measures for New Energy Trucks.

All new energy trucks (except medium and heavy-duty trucks) are not restricted by road sections and can travel within the main urban area 24 hours a day.

(2) Measures for the passage of pickup trucks and mini-trucks.

All pickup trucks and minivans are not restricted by road sections and can travel within the main urban area 24 hours a day.

(3) Measures for the passage of light trucks.

Light trucks are prohibited from traveling during peak traffic hours on weekdays in the main urban area of ??Guang'an City (07:30 to 09:00 in the morning and 17:00 to 19:00 in the afternoon). Road sections where light trucks are prohibited from traveling due to road traffic safety and air pollution prevention and control:

① 24-hour road closures

Downward direction of Guangmen Road (Gaoyan to Xinnanmen), Yingbin Downward direction of the avenue (city fire detachment to Mashiti intersection).

②Section closed from 6:00 to 22:00

Chengnan area: the entire section of Siyuan Avenue, the entire section of Pingan Avenue, and Binhe Road (the section from Chaoyang Avenue to No. 1 Bridge).

Chengbei area: the entire section of Xingfu Street, the entire section of Beicang Road, the entire section of Renmin Road, and Binjiang Road (the section from the intersection of Siyuan Middle School to the intersection of Junyue Hotel).

Kuige Area: Shenzhen-Guangzhou Avenue (the section from the intersection of Chaoyang Avenue to the intersection of Gangqian Avenue), Kuige Avenue (the section from the intersection of Chaoyang Avenue to the intersection of Haoba Road)

(4) Medium-sized , Passage measures for heavy trucks (including new energy vehicles).

Medium- and heavy-duty trucks are prohibited from traveling in the main urban area of ??Guang'an City from 6:00 to 22:00. It is prohibited to drive down Guangmen Road (Gaoyan to Xinnanmen) and Yingbin Avenue (City Fire Detachment) 24 hours a day. to Mashiti intersection) and Huanxi all the way.

The road sections accessible to medium and heavy trucks 24 hours a day:

Chengnan area: Guansheng Bridge, Binjiang East Road, Fenghuang Avenue, Lingyun East Road (Guanghua Avenue to Fenghuang Avenue Section), Fangping Avenue, Taoyuan Road, Xiaoping Avenue, Chaoyang Avenue (section from Guang'an East Toll Station to Fenghuang Avenue), Guangwu Road (section from Chuanshi Intersection to Zaoshan Toll Station).

Chengbei area: Zaopeng Road, Huancheng North Road, Jianyi Road, Huayuan Road.

IV. Other related matters

(1) The public security and traffic management department will seriously investigate and deal with freight vehicles that illegally enter and exit prohibited and restricted road sections. Once found, they will be punished in accordance with the "People's Republic of China and the Penalties will be imposed according to the National Road Traffic Safety Law and other relevant laws.

(2) After freight vehicles enter the main urban area, they are strictly prohibited from parking except for normal loading and unloading of goods. They must park in freight vehicle parking lots designated by the district government.

(3) The main urban area of ??Guang'an City is strictly prohibited from the passage of overloaded, over-limited, illegally combined (modified) freight vehicles, and the entry of freight vehicles whose emissions do not meet the standards and diesel vehicles with National III and below emission standards is strictly prohibited.

(4) Sanitation vehicles such as sprinklers and sweepers, military vehicles performing emergency tasks, police vehicles, fire trucks, ambulances, engineering rescue vehicles and other special vehicles are not subject to restricted road sections and time periods.

(5) Freight vehicles entering urban areas should keep their bodies clean and tidy. Freight vehicles carrying coal, garbage, slag, sand, gravel, earthwork, mortar, cement, concrete and other freight vehicles should be sealed and covered with outer layers. Measures must be taken to ensure that they are not allowed to scatter along the way and pollute the road.

(6) Special vehicles engaged in the distribution of fresh grain and oil daily necessities, medicine distribution, postal express delivery, engineering rescue, road maintenance, major municipal project construction, etc. need to enter and exit the main urban area during prohibited hours and road sections. It is necessary to go through the relevant procedures for trucks to enter and leave the city before they can pass.

(7) In the event of heavy pollution and other severe weather, the traffic policy shall be implemented in accordance with the vehicle control policy of the municipal government's emergency plan.

(8) The new energy, light, medium, heavy and other vehicle types mentioned in this notice shall be subject to the vehicle driving license endorsement.

This notice will be effective from December 1, 2022.
