Recently, reporters learned from the Changzhou City Urban Management Department that starting from October 12, a special law enforcement inspection on "Management and Usage of Profit Income of Residential Community Owners" was launched, and Changzhou conducted the first batch of inspections within the urban area. 100 residential communities have launched law enforcement inspections, and by 2022, the urban management department will conduct court proceedings in nearly 300 residential communities in the city one by one.

It is understood that the inspection objects of this special law enforcement operation are commercial residential complexes delivered since 2008. The main content of the inspection is the management and use of the owner's income since January 1, 2018 in the residential complex, and it can be appropriately extended forward if necessary. In communities that are not within the scope of this special law enforcement inspection, property owners committees or owners can entrust professional agencies to audit the income and expenditure of the company in accordance with relevant regulations.

According to the relevant provisions of the "Changzhou Residential Property Management Regulations", the business methods and operating income from the use of property parts, use facilities and equipment are collectively referred to as public income. The income of public property shall be separately accounted for and shall not be used without authorization; the income of public property shall be subject to the approval of the owners, the owners' meeting, the owners' committee, the property management committee, the sub-district office (township people's government) and the community (village) committee. Supervision; the income and expenditure of public income should be disclosed to the owners at least once every six months in a prominent location in the property management area.

It is reported that this special law enforcement inspection is divided into on-site inspection team, law enforcement guarantee team, publicity propaganda team, comprehensive coordination team and inspection and assessment team. The members of each inspection team are composed of the municipal urban management administrative law enforcement detachment and the jurisdiction As for the composition of administrative law enforcement personnel, the comprehensive law enforcement brigade of the Public Security Traffic Security Bureau, accounting firms, and urban management team lawyers will provide law enforcement support for this law enforcement operation. For clues to problems discovered during law enforcement inspections, the inspection and assessment team will transfer them to each district bureau for filing and handling according to the division of law enforcement powers, and will track and supervise the handling of the problems.

Penalty results for entities that violate laws and regulations will be pushed to the city’s “Double Public Notice” platform in a timely manner, and credit penalties will be imposed on relevant entities for untrustworthy behaviors in accordance with the “Changzhou City Punishment Measures for Untrustworthy Behavior in the Field of Urban Management” and will be simultaneously pushed to Municipal public credit information platform. At the same time, a copy of the relevant penalty results will be sent to the industry authorities. If other clues of violations of laws and regulations are discovered during the inspection, they will be handed over to the relevant departments for processing.
