Decision of the Standing Committee of Xuchang Municipal People's Congress on wearing masks and using place codes during the prevention and control of COVID-19 epidemic normalization

In order to effectively block the spread of COVID-19 virus, protect people's life safety and health, and maintain social order and public health safety, according to the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases, the Law of People's Republic of China (PRC) on Public Security Administration Punishment, and the Emergency Provisions of the State Council on Public Health Emergencies, combined with the actual situation of this Municipality, it is now stipulated that masks and places of use are required during the normal prevention and control of the epidemic in COVID-19.

First, any unit or individual should abide by the relevant provisions on epidemic prevention and control, implement the prevention and control requirements such as wearing masks and using place codes, and cooperate with the epidemic prevention and control work.

Two, the following circumstances should be standardized to wear masks:

Tickets are sold in waiting halls at stations, public areas of hotels, shopping malls, supermarkets, business shops, cinemas, various venues, service halls and other indoor public places;

In open-air squares, parks, scenic spots and other crowded outdoor public places or participate in crowded outdoor activities;

When taking a van elevator, train, coach, bus, taxi, internet car, water bus and other public transport;

When symptoms such as nasopharyngeal discomfort, cough, sneezing and fever occur;

Accept temperature test, check health code, register travel information, wait for nucleic acid sampling, be hospitalized or accompany at the same time;

When restaurants, restaurants, canteens and other public dining places do not eat;

Other closed, poorly ventilated or crowded conditions.

Three, the following key personnel should be in accordance with industry regulations, wearing masks throughout the work:

Personnel who directly provide services for teachers and students in kindergartens, primary and secondary schools, colleges and universities;

Staff of nursing homes, welfare homes, rescue stations, prisons and other institutions;

Staff of hospitals, clinics, pharmacies and other medical-related institutions;

Personnel engaged in crew, security inspection, sales, ticketing, express delivery, logistics, security, cleaning, catering and other work;

Personnel engaged in cold chain food processing, storage, loading and unloading, transportation and other work;

Front-line duty, law enforcement officers of state organs and public officials who directly serve the public;

Other high-risk employees who are easy to cause infection and spread.

Four, state organs, social organizations, enterprises and institutions and all kinds of public places, business premises, residential quarters, construction sites, public transport and other managers and operators should fulfill the main responsibility of the epidemic prevention and control of the unit, in a prominent position, prompt the standard wearing masks, post the hanging place code, arrange personnel to be responsible for inspections, strictly implement the relevant provisions on epidemic prevention and control, and achieve "one door, one yard" and "one shop, one yard".

For the elderly, minors, visually impaired and hearing impaired who cannot use the place code, the relevant places should provide paper registration and other alternative measures.

Personal information collected through measures such as location coding is only used for epidemic prevention and control in COVID-19, and shall not be disclosed.

Five, the managers and operators of the place did not take corresponding measures according to the provisions, and the relevant competent departments shall order them to make corrections; Refuses to correct or cause serious consequences, shall be investigated for legal responsibility according to law.

6. If an individual fails to wear a mask or use the site code in accordance with the regulations, the manager and operator of the site shall immediately prompt and persuade; If persuasion fails, they may be refused entry or services.

If it constitutes a violation of public security administration, it shall be punished by the public security organ according to law; Those who cause personal or property damage to others shall bear civil liability according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

Seven, the people's governments at all levels in this Municipality shall fulfill the territorial responsibility of epidemic prevention and control, strengthen the organization and leadership of standardizing the work of wearing masks and using place codes, coordinate and dispatch, and improve the level of scientific and accurate prevention and control.

Departments of health and wellness, transportation, housing and urban and rural construction, public security, civil affairs, education, commerce, water conservancy, industry and informatization, market supervision and management, urban management, culture, radio and television, tourism, government services, big data, etc. shall, according to their respective functions and duties, take standardizing wearing masks and using place codes as the duties of epidemic prevention and control in their own industries and systems, and implement the principle that "industries, businesses, production and operation must manage epidemic prevention".

Eight, the city and county people's Congress Standing Committee shall supervise the implementation of this decision by listening to special work reports, law enforcement inspections, questions and inquiries.

Nine, this decision shall come into force as of the date of promulgation.
