Measures of Guang 'an Municipality on the Administration of Dogs

article 1 in order to strengthen dog management, ensure public health and personal safety, and maintain the city appearance, environment and public order, these measures are formulated in accordance with the law of the people's Republic of China on animal epidemic prevention, the law of the people's Republic of China on public security administration punishment, the regulations of Sichuan province on rabies prevention and control and other laws and regulations, combined with the actual situation of guang' an city. Article 2 These Measures shall apply to the immunization, registration, feeding, treatment and related management activities of dogs within the administrative area of this Municipality.

these measures are not applicable to police, rescue dogs, zoos, scientific research institutions and other units that need to raise dogs for specific work. Article 3 The dog management in the administrative area of this Municipality is divided into restricted areas and non-restricted areas.

the restricted support area refers to the urban built-up area of Guang 'an and the restricted support area designated by the municipal and county people's governments according to law.

Non-restricted areas refer to areas that have not been designated as restricted areas. Article 4 The municipal and county people's governments shall be responsible for the organization and implementation of these Measures, establish a dog management coordination mechanism, and include the dog management funds in the budget at the corresponding level.

The public security organs are responsible for the administration of dogs, specifically for the registration of dogs in restricted areas, the extermination of rabies, the capture of stray dogs and the handling of various public security cases caused by raising dogs.

the agricultural and rural departments are responsible for dog immunization, issuing certificates of animal epidemic prevention conditions according to law, organizing the harmless treatment of rabies and ownerless dog carcasses, and guiding and supervising the dog owners' harmless treatment of dog carcasses and other epidemic prevention work.

the administrative law enforcement department of urban management is responsible for investigating and dealing with dog-raising behaviors that affect the city appearance and environmental sanitation.

The administrative departments such as market supervision and management, sanitation and health, housing and urban and rural construction, education and sports, and water affairs are responsible for dog management according to law.

township people's governments and sub-district offices in non-restricted areas are responsible for the management of dogs within their respective administrative areas. Article 5 The relevant departments and agencies of the people's governments at the municipal and county levels shall carry out publicity and education on dog-raising knowledge according to law, civilization and science.

Media such as radio, television, newspapers and websites should carry out public welfare publicity on dog-raising knowledge and guide dog owners to form good dog-raising habits.

stations, docks, squares, parks, hospitals, restaurants, guesthouses and other public places and public transport management and operation units shall carry out public welfare publicity on dog-raising knowledge through publicity columns, public audio-visual carriers and other facilities and equipment set up or managed by them. Article 6 A dog immunization system shall be implemented within the administrative area of this Municipality.

if the dog is three months old or the immunization interval expires, the dog owner shall take the dog to the dog immunization point designated by the agricultural and rural departments to receive rabies immunization and obtain the dog immunization certificate.

immunization against other epidemics shall be carried out in accordance with relevant regulations. Article 7 Any unit or individual who discovers rabies, dogs suspected of suffering from rabies and other infectious diseases shall report to the agricultural and rural departments. Eighth dogs shall not interfere with the normal life of others, shall not let dogs intimidate or drive dogs to hurt others, and shall not pollute the environment or damage public facilities. Ninth individuals are not encouraged to raise strong dogs and large dogs.

The breed catalogue, height and length of strong dogs and large dogs shall be determined by the municipal agricultural and rural departments in conjunction with the municipal public security organs in accordance with relevant regulations and announced to the public. Article 1 Individuals and units in restricted areas shall, within 3 days after obtaining the dog immunization certificate, go to the public security organ for dog registration. Article 11 An individual applying for dog registration shall meet the following conditions:

(1) The domicile or temporary residence is in the jurisdiction;

(2) Having full capacity for civil conduct;

(3) It meets the requirements of other laws and regulations on raising dogs.

the applicant should bring the dog to the local police station or designated place for dog registration with his valid identity document and dog immunization certificate. Twelfth units to apply for dog registration shall meet the following conditions:

(a) reasonable use of care property;

(2) having a sound dog management system;

(3) having management personnel;

(4) Having safe places and facilities.

the applicant shall bring the dog to the local police station or the designated place for dog registration with the certificate of the unit, the valid identity certificate of the legal representative or person in charge of the unit, the dog immunization certificate and the unit dog-raising system. Thirteenth public security organs to meet the conditions of dog registration, should be registered on the spot and issued a dog registration certificate and dog license; Do not meet the conditions, not to register and explain the reasons. Article 14 Where a dog owner changes his domicile or guard place, he shall apply for registration of dog change in accordance with these Measures within 3 days after the date of change.

if a dog dies, is transferred to another person or sent to hospital, the dog owner shall go through the formalities for cancellation of dog registration within 3 days. The dog assignee shall apply for dog registration in accordance with the provisions of these measures and obtain a dog registration certificate.

if the dog registration certificate and dog tag are lost or damaged, the dog owner shall apply to the original registration authority for a replacement within 15 days. Article 15 When taking dogs out, the following provisions shall be observed:

(1) Hang dog tags for dogs;

(2) A person with full capacity for civil conduct shall be led by a leash within three meters;

(3) Take the elevator to avoid the rush hour, and take measures such as hugging, putting into dog bags and cages, or wearing dog muzzle covers;

(4) Remove dog feces in time.
