But it's actually illegal.

To sum up, if the main body belongs to the small shop in the third case, you can find a large local tobacco wholesale department with a cigarette license to handle a small amount of goods, and pay attention to the local tobacco monopoly label on the package (this is 100%). There are no fake cigarettes or smuggled cigarettes, and sales are definitely illegal.
