Twenty-ninth citizens, legal persons or other organizations that have obtained the tobacco monopoly retail license may engage in the retail business of domestic or imported cigarettes according to law, and purchase goods from local tobacco wholesale enterprises indicated in the tobacco monopoly retail license.

Article 30 The holder of a tobacco monopoly license shall place the original tobacco monopoly license in a prominent position in the business premises.

Article 31 If the holder of a tobacco monopoly license changes his business address due to objective reasons such as road planning and urban construction, or there are other circumstances stipulated by the State Tobacco Monopoly Bureau, he shall reapply for a tobacco monopoly license. Where other registered items of the tobacco monopoly license are changed, the tobacco monopoly license shall be changed in time.

Article 32 If it is necessary to continue production and operation after the expiration of the tobacco monopoly license, it shall apply to the original issuing authority for renewal 30 days before the expiration of the tobacco monopoly license.

Article 33 If the tobacco monopoly license needs to continue its production and operation upon expiration, it will not be renewed due to major changes in its production and operation capabilities and conditions, failure to meet the statutory conditions or serious violations.
