Notice on Severely Investigating and Punishing 15 Kinds of Illegal Acts of Epidemic Prevention and Control

In order to ensure that the normalized epidemic prevention and control work in the county is carried out according to laws and regulations, and to safeguard people's health and stable economic and social development, the following 15 kinds of illegal acts involving epidemic prevention and control will be severely investigated and punished during the normalized epidemic prevention and control period. The notice is as follows:

1. Refusing to cooperate with the epidemic epidemiological investigation carried out by the disease control and public security departments, concealing the illness, concealing the travel information, and concealing the history of close contact with confirmed cases or suspected cases;

2. refusing to isolate medical observation and health monitoring in violation of isolation management regulations, and leaving the management without authorization before the isolation period expires;

Going in and out of public places such as communities, scenic spots, shopping malls, supermarkets, farmers' markets, hotels, hospitals, etc. by means of public transportation, or through the health service points for epidemic prevention and control, refusing to cooperate with the management personnel to persuade them to wear masks, check their body temperature and check their health information as required, and forcibly entering;

4. During the epidemic prevention and control period, residents in the closed control area, the control area and other communities within the control area refused to cooperate with the management and went out and gathered without authorization;

5. Persons included in the scope of nucleic acid detection do not participate in the nucleic acid detection organized by the unified organization without special circumstances;

XIV. committing fraud or extortion under the guise of epidemic prevention and treatment, or pretending to be staff of state organs, personnel of scientific research institutions, medical personnel and other false identities;

15. refusing to implement the measures on epidemic prevention and control issued by people's governments at all levels, causing the epidemic to spread, or committing other illegal acts, disrupting the epidemic prevention and control work and social order.

For individuals, enterprises or units suspected of the above-mentioned behaviors, relevant departments such as public security, health and wellness, market supervision, transportation, cultural and broadcasting travel, and online information will divide their responsibilities according to the nature, circumstances, occasions, causes, and degree of harm of violations of epidemic prevention measures, and in accordance with the Criminal Law of the People's Republic of China and the Law of the People's Republic of China on the Prevention and Control of Infectious Diseases.
