Collectively signed works will be awarded to the publishing and broadcasting unit of the works. If the author and editor are the same person, only the author certificate will be issued. 1. Recommended unit. All news organizations in the country within the scope of the selection specified in these Measures are recommended units, which can recommend the works that were first published in the previous year and meet the selection criteria of these Measures. The staff of this unit wrote and published news papers in newspapers (sponsored or supervised by provincial and ministerial units) and books for the first time last year, and participated in the selection of China News Prize. Recommend journalists who meet the standards stipulated in these Measures to participate in the selection of the Yangtze River Taofen Award. The works and personnel of the branches and reporter stations dispatched by news organizations shall be recommended by the dispatched units to participate in the appraisal.

2. Submitting unit. Journalists' associations of all provinces (autonomous regions and municipalities), Journalists' Association of Xinjiang Production and Construction Corps, Preliminary Evaluation Committee of professional newspaper member units of the Propaganda Department of the General Political Department of the People's Liberation Army, and China Journalists' Association other than China Radio and Television Association, China Industry Newspaper Association and China Industry Newspaper Association are the submitting units of the China News Award and the Yangtze River Taofen Award in this region and this system.

The Network News Publicity Bureau of the State Council Press Office is the contributor of online news commentary, news topic, news interview, web design and news column works;

China Photojournalism Society is a contributor to newspapers, news agencies and online photojournalism.

China News Cartoon Research Association is a contributor to newspapers, news agencies, online news cartoons and newspaper layout works;

China Newspaper Supplement Research Association is a contributor to newspapers, news agencies, newspaper supplements and news columns.

China Radio and Television Association is the reporting unit of radio and television news interviews, live news, news programs and news column works. 1. Suggested measures.

(1) Each recommending unit recommends the participating works and candidates of its news media according to the following procedures:

(a) to organize the democratic recommendation of the news media editors and reporters belonging to the unit;

(two) the leading group collective deliberation, put forward the works and candidates to be recommended, and publicity in the unit for not less than 5 working days;

(three) seriously accept the opinions put forward in the publicity, and on this basis, the leading group collectively decided to recommend the participating works and candidates to the reporting unit.

(IV) The leader who presided over the work of the recommending unit shall sign and affix the official seal of the unit on the China News Award Recommendation Form and the Yangtze River Taofen Award Recommendation Form (the seal of the unit department is invalid). Central news organizations (excluding china national radio, China Radio International and CCTV) and professional newspapers of ministries and commissions with superior competent units shall have the examination opinions and seals of superior competent units when recommending candidates for the Yangtze River Taofen Award (the departmental seals are invalid).

In order to prevent the recommending units from missing outstanding works and journalists for various reasons, social units and individuals can recommend themselves and their works and contestants to the recommending units, submitting units and even the China Journalists Association Award Office during the recommending period of the recommending units. After receiving the materials of self-recommendation, other recommended works and contestants, the submitting unit and the awarding office shall timely transfer the works publishing and broadcasting unit and the unit where the recommender works. The publishing and broadcasting unit of the work and the unit where the recommended person works shall, in accordance with the standards and procedures stipulated in the present Measures, carefully examine the materials of the received self-recommendation, the recommended works and the participants, and include the works and candidates that are obviously recommended but not recommended into the scope of recommendation.

(2) After completing the above procedures, it is recommended according to the following requirements.

(1) The news, commentary, communication, series (continuous and combined) reports of the China News Award and the entries and materials of the Yangtze River Taofen Award are respectively recommended to the following units.

People's Daily, Xinhua News Agency, Guangming Daily Newspaper Group, Economic Daily Newspaper Group and China Daily (including sub-newspapers and social newspapers, the same below) recommended to the Award Office of China Journalists Association;

China national radio, China Radio International and CCTV recommended to China Radio and Television Association;

Recommend Science and Technology Daily, China Discipline Inspection and Supervision Daily, Workers' Daily, China Youth Daily, China Women's Daily, Farmers' Daily, Legal Daily, China News Agency and China Industry Newspaper Association to the Preliminary Evaluation Committee of China Industry Newspaper Association outside China Industry Newspaper Association;

The People's Liberation Army newspaper and the news unit of the military system recommended to the Propaganda Department of the General Political Department of the People's Liberation Army;

Member units of china industry news Industry Association recommend to china industry news Industry Association;

The news units of all provinces (autonomous regions and municipalities) and the news units of Xinjiang Production and Construction Corps recommended to the journalists' association of this province (autonomous regions and municipalities, Xinjiang Production and Construction Corps).

The professional (industry) newspapers beyond the scope submitted by the above-mentioned news units, whose organizers are in the local area, are recommended to the journalists association of the local provinces (autonomous regions, municipalities and Xinjiang Production and Construction Corps); If the organizer is the central unit, it shall be recommended to the china industry news Industry Association; Radio and TV program newspapers recommended to China Radio and Television Association.

2. Method of submission.

(1) All reporting units shall, in accordance with these Measures, formulate the recommendation methods and preliminary evaluation methods for news units or special news works in their own regions and systems, and set up a preliminary evaluation committee.

(II) Each participating unit carefully examines the news, comments, newsletters (special topics) and series (serials and combinations) reports of the candidates for the China News Award and the Yangtze River Taofen Award recommended by news organizations, and fully publicizes them on the news websites designated by the local area, the system or the Preliminary Evaluation Committee (including the relevant application materials of the participating works and candidates), accepts online comments and publicizes the time. Works and candidates who did not participate in the publicity will not be accepted by the Award Office.

(3) The submitting units should seriously accept the opinions received in the publicity. Reports with substantial contents, such as plagiarism, falsehood, tampering, exaggeration, tampering, forgery and other application materials, should be carefully verified to the recommending unit. If it is true, the works and candidates will be disqualified. If the report is false, it should be explained. On this basis, the leading group of the submitting unit will collectively decide the qualifications of the participating works and candidates. Online comments should be submitted to the Preliminary Evaluation Committee for reference.

(IV) The submitting unit will submit the candidate participating works and candidates to the Preliminary Evaluation Committee for discussion and evaluation, and then vote by secret ballot, and determine the participating works and candidates submitted to the Award Office of the China Journalists Association according to the number of votes not exceeding the last actual evaluation. Whether the candidate project of the Yangtze River Taofen Award is the Yangtze River series or the Taofen series is decided by the recommending unit and the reporting unit. On the premise of adhering to the selection criteria, make overall consideration of print media and radio and television media, internal media and external media, provincial media and subordinate media; The works participating in the China Prize for Journalism should consider the works written in minority languages as a whole, and the participants of the Yangtze River Taofen Award should consider the minority nationalities and female journalists as a whole.

(5) After selecting the works and candidates that meet the requirements for submission, the official seal of the submitting unit shall be stamped on the China Journalism Award Recommendation Form and the Yangtze River Taofen Award Participant Recommendation Form, and relevant materials shall be attached, and submitted to the Award Office of China Journalists Association in accordance with regulations. Among them, the materials of the participants of the Yangtze River Taofen Award must be signed and stamped with the official seal by the main leaders of the submitting unit (the participants submitted by the journalists' associations of all provinces, autonomous regions and municipalities directly under the Central Government and the journalists' association of Xinjiang Production and Construction Corps must be reviewed and stamped with the official seal by the Propaganda Department of the Party Committee at the same level).

(3) If the entries can't be publicized on the Internet or played normally on the DVD player because the format doesn't meet the requirements, it will be deemed as automatic abandonment (in case of special circumstances, it needs to be declared 15 working days in advance). Late submission of works will not be accepted (paper materials shall be subject to the postmark of the mailing date, and online submission materials shall be subject to 24: 00 on the closing date).

(4) The National People's Congress, the China People's Political Consultative Conference, the Central Comprehensive Management Committee, the Ministry of Science and Technology, the Population and Family Planning Commission, the Central Committee of the Communist Youth League, and the China Disabled Persons' Federation may declare and recommend works to the publishing and broadcasting units. After receiving it, the publishing and broadcasting unit shall seriously and fully consider their opinions, carefully review the selection criteria and procedures stipulated in these Measures, and incorporate the obviously recommended works into the recommended works of the unit.
