In addition to geographical location and historical reasons, there are still several problems in Guangxi's economic backwardness:
First, Guangxi is an autonomous region of ethnic minorities, and the provincial leaders (here called district chairmen) stipulate that they must be Zhuang, and there must be a certain proportion of ethnic minorities among cadres at all levels. Due to the small number of colleges and universities in Guangxi, the backward teaching staff, incomplete disciplines, a serious shortage of senior labor (note that senior labor refers to the ability to find and solve problems, not the so-called academic level) and compound talents, and because of the poor flow of talents (less inflow), local talents are basically self-produced and sold, relatively closed, lacking a big vision of international chess. The so-called "chicken when closing the door, chicken when opening the door" is also true. If people's problems are not solved, the acceleration of economic problems will be insufficient.
Second, logistics in guangxi traffic is underdeveloped. Guangxi lacks a series of heavy industries, and the export of raw materials does not have irreplaceable data advantages. Logistics companies in southwest provinces are reluctant to go to Guangxi, because pulling a truck to Guangxi for ten days and a half may not necessarily find back goods. Therefore, the logistics in Guangxi is small in scale and high in cost, and can only exist as a subsystem of Guangzhou Logistics Center. In addition, the railway electrification transformation and double-track construction (such as Li Nan Line, Nan Kun Line and Luo Zhan Line) have just started, and it is impossible to form actual capacity within one or two years.
Third, due to the long-term war, it is impossible for the state to invest in building a set of systematic industrial and scientific research bases in Guangxi and even Nanning. At present, Guangxi's industries are still concentrated in Liuzhou (automobile, steel) and Guilin (medicine, tourism). Nanning should have certain advantages in science and technology. For example, the bioengineering technology of the former Guangxi Agricultural College (now merged into Guangxi University) is still advanced in China, but the main scientific research leaders have all gone to be officials, and no one will seriously go to the laboratory.
Let's talk about the industrial advantages of Guangxi:
First, the country regards deepening and developing China-ASEAN relations as the strategic development direction of China's peaceful rise. ASEAN is an important battlefield for China to compete with the United States and Japan for allies, establish a peaceful surrounding environment and develop regional economy. Guangxi is one of the four border provinces (Guangxi, Guangdong, Hainan and Yunnan), and the permanent venue of China-ASEAN Expo is located in Nanning, which is the biggest favorable factor for both Guangxi and Nanning. At present, except for the import of agricultural and sideline products and raw materials, the light industry system and people's livelihood industry in ASEAN countries are basically imperfect, and China has every hope to occupy the export market in many markets of daily necessities and production. At present, there are relatively mature markets, such as agricultural machinery, motorcycles and beer imported from China. Guangxi will not become a production base for ASEAN trade, but it can be used as a transit base for deep processing, value-added storage and transportation and services. Now many people from Taiwan Province Province come to Nanning to invest in cold storage and logistics because they are optimistic about the regional advantages of Guangxi's development.
Second, Guangxi has the most powerful sugar industry in China at present. As an important raw material and living material, sucrose is an irreplaceable strategic industry. In the past, driven by local and industrial economic interests, smuggling sugar at low prices and eating sugar instead of sugar have formed a fatal suppression on the sugar industry in Guangxi. Until recent years, with the strengthening of anti-smuggling and the promulgation of national laws and regulations on food hygiene additives, Guangxi's "sweet cause" finally ushered in spring.
Third, Guangxi's current economic aggregate is not large, and there are few powerful enterprises. The government has good policies for new industries and large enterprises to enter Guangxi, such as the "small highland of talents in Guangxi" and "a hundred enterprises enter Guangxi" in previous years. Choosing to start a business in Guangxi not only has many gaps and opportunities, but also requires hard work and courage.
Fourth, the cultural atmosphere in Guangxi is relatively relaxed. Except for the power circle and interest circle that are indispensable everywhere (for example, many people in the real estate industry in Guangxi are Hepu people and many officials are from Hunan), most ordinary people do not reject it. This can be seen from the achievements in promoting Putonghua in Nanning. No matter whether you speak Mandarin well or not, as long as you speak Mandarin, most people will speak Mandarin with you, although the level may be different. This is related to the fact that a large number of cadres from the four fields went south at the beginning of Nanning's liberation (it is said that the population of Nanning was less than 200,000 at that time, but there were more than1000,000 in the south). Guangxi people (especially Nanning people) are not exclusive and are willing to get in touch with foreigners. I very much hope that foreigners think Nanning is good and like it.
Fifth, the standard of living in Nanning is still good. The climate is warm and there is no winter in summer. As long as an air conditioner is installed at home, the temperature is more suitable for human habitation than in the north, and the urban greening is beautiful, which also benefits from the good climate. The price of grain, oil and non-staple food may be more expensive than that in the north (at least more expensive than that in Beijing), but the overall cost of living is not high. The urban population density is not too high, the scale is not too large (the urban area is only 20 kilometers long from east to west), and the cost of living time is not high.
In a word, Nanning is a pretty good city.
