The dome platform is circular and divided into three layers, and each layer has nine steps on all sides.

The center of the altar surface is a central stone, and nine circles of fan-shaped arc stones are laid outside. There are nine circles near the center stone, and nine circles are added to each circle outward, so the upper altar surface is paved with 405 stones (excluding the center stone). The middle altar is 39.4m in diameter and 1.64m in height, and its paving stones are also nine times, starting with 90(9x 10) blocks, and nine blocks are added for each outward circle, totaling 1 134 blocks. The lower altar has a diameter of 75.2m and a height of 1 .64m, and it is paved with nine stones, starting from 1, 7 1(9× 19), and adding nine stones for each outward circle, totally paving1,863 stones. The total number of stones on the three-story altar is 3402 (excluding the stones in the middle), with a total height of 5.18m. It is said that this is the meaning of cloud nine, which is the supreme place where the Emperor of Heaven lives.
