Regulations of Shaanxi Province on the Administration of Surveying and Mapping Achievements (202 1 Revision)

Chapter I General Provisions Article 1 In order to standardize the administration of surveying and mapping achievements, safeguard national security, promote the utilization of surveying and mapping achievements, and meet the needs of economic construction, national defense construction, social development and ecological protection, these Regulations are formulated in accordance with the Surveying and Mapping Law of People's Republic of China (PRC), the Regulations on the Administration of Surveying and Mapping Achievements of People's Republic of China (PRC), and relevant laws and administrative regulations, combined with the actual situation of this province. Article 2 These Regulations shall apply to the production, update, exchange, storage, provision, utilization, destruction and quality management of surveying and mapping achievements within the administrative area of this province, as well as the review and publication of important geographic information data. Article 3 Surveying and mapping achievements as mentioned in these Regulations refer to data, information, maps and related technical materials formed through surveying and mapping. Surveying and mapping results are divided into basic surveying and mapping results and non-basic surveying and mapping results.

The term "basic surveying and mapping achievements" as mentioned in these Regulations refers to the basic and public welfare surveying and mapping achievements invested by the public and organized and implemented by the competent department of surveying and mapping geographic information. Non-basic surveying and mapping achievements other than basic surveying and mapping achievements. Article 4 Surveying and mapping results shall be submitted free of charge, managed in a unified way, shared in resources and updated regularly. Fifth provincial people's government should strengthen the leadership of surveying and mapping work, and promote the construction and application of modern provincial surveying and mapping benchmark system.

The people's governments at or above the county level shall, according to the needs of national economic and social development and natural changes in their respective administrative areas, regularly update the results of basic surveying and mapping, and incorporate the updating of basic surveying and mapping and its results into the national economic and social development plan and annual plan at the corresponding level, and the required funds shall be included in the fiscal budget. Article 6 The competent department of surveying and mapping geographic information in the province is responsible for the unified supervision and management of surveying and mapping achievements in the whole province.

Districts of the city and county (city, district) competent department of Surveying and mapping geographic information is responsible for the unified supervision and management of surveying and mapping results within their respective administrative areas.

Other relevant administrative departments at or above the county level shall do a good job in surveying and mapping achievements in accordance with their respective responsibilities. Seventh people's governments at or above the county level shall strengthen the leadership of the exchange and sharing of geographic information, improve the sharing mechanism of geographic information resources, and promote the development and utilization of geographic information resources. Eighth people's governments at or above the county level shall strengthen the publicity of surveying and mapping achievements, popularize the knowledge of surveying and mapping achievements, improve the service ability of surveying and mapping companies, and encourage the socialized application of surveying and mapping achievements.

Enterprises, institutions, trade associations, scientific research institutions and professional academic groups related to surveying and mapping geographic information shall carry out publicity, training and promotion activities on the application of surveying and mapping achievements, and strengthen the training of surveying and mapping talents. Chapter II Remittance and Custody Article 9 The competent department of surveying and mapping geographic information of the province is responsible for the remittance of surveying and mapping results and data of the whole province.

The competent department of surveying and mapping geographic information of the province may entrust the competent department of surveying and mapping geographic information of the city divided into districts to be responsible for the collection and delivery of surveying and mapping results of the following surveying and mapping projects:

(a) Surveying and mapping projects completed by the financial funds invested by the cities and counties with districts;

(two) surveying and mapping projects completed by non-financial capital investment.

The competent department of surveying and mapping geographic information of the city divided into districts shall hand over the submitted surveying and mapping results to the competent department of surveying and mapping geographic information of the province in accordance with the provisions. Tenth financial investment in surveying and mapping projects, surveying and mapping results shall be submitted to the competent department of Surveying and mapping geographic information by the unit undertaking the surveying and mapping project.

Surveying and mapping projects completed by non-financial capital investment shall be submitted by surveying and mapping project investors to the competent department of Surveying and mapping geographic information. Eleventh surveying and mapping results belong to the basic surveying and mapping results, it shall submit a copy of the surveying and mapping results; If it belongs to non-basic surveying and mapping achievements, a catalogue of surveying and mapping achievements shall be submitted. Copies and catalogues of surveying and mapping results shall be submitted free of charge.

Copies of basic surveying and mapping results that need to be remitted include:

(1) Data and maps obtained from continuous satellite positioning stations, satellite positioning surveys, astronomical surveys, triangulation (traverse) surveys, leveling surveys, gravity surveys, etc. Class iv (class d) or above;

(2) Remote sensing data of basic geographic information of Earth observation obtained by basic aerial photography, remote sensing satellites and other spacecraft;

(3) National basic scale maps, image maps and their digital products;

(four) the data and information of the basic geographic information system and the basic geographic information public service platform;

(five) the results of geographical investigation and monitoring.

The catalogue of non-basic surveying and mapping achievements that need to be remitted includes:

(1) Catalogue of engineering survey results;

(two) the catalogue of cadastral surveying and mapping results;

(three) the catalogue of real estate surveying and mapping results;

(4) Catalogue of surveying and mapping results of administrative boundaries;

(5) Geographic information system data information catalogue;

(6) Open version of map catalogue. Twelfth surveying and mapping results should be submitted within three months from the date of completion and acceptance of surveying and mapping projects. The competent department of surveying and mapping geographic information shall, after receiving the data of surveying and mapping results, issue a remittance voucher within ten working days and hand it over to the custody unit of surveying and mapping results.

The competent department of surveying and mapping geographic information shall have a special person responsible for the collection and transfer of surveying and mapping results.

The specific measures for the submission of copies and catalogues of surveying and mapping results shall be formulated by the competent department of surveying and mapping geographic information of the province. Thirteenth surveying and mapping results storage units shall, in accordance with the relevant provisions of archives and fire protection, establish and improve the custody system of surveying and mapping results, equipped with necessary facilities to ensure the safety of surveying and mapping results, and shall not be damaged, lost or transferred, and implement the remote backup custody system of basic surveying and mapping results.

The construction of backup storage places in different places shall be organized and implemented by the competent department of surveying and mapping geographic information of the province.
