Chapter 1 General Provisions Article 1 In order to regulate the protection and management of Luzhou Airport clearance and electromagnetic environment and ensure the safety and normal operation of military and civilian aircraft, in accordance with the "Protection of Military Facilities of the People's Republic of China and the People's Republic of China" These measures are formulated based on the actual conditions of Luzhou City and other laws and regulations, including the Law, the Civil Aviation Law of the People's Republic of China, the Civil Airport Management Regulations, and the Sichuan Civil Airport Clearance and Electromagnetic Environment Protection Regulations. Article 2 These Measures shall apply to the air clearance and electromagnetic environment protection of airports used by military and civil aviation within the administrative area of ??Luzhou City. Article 3 The term "airport clearance protection zone" as mentioned in these Measures refers to the spatial range demarcated in accordance with relevant technical standards of military and civil aviation in order to ensure the safety of take-off and landing of military and civilian aircraft. Specifically, it includes the distance from the center line of the airport runway and its extension on both sides. 15 kilometers, a rectangular space area within 20 kilometers from both ends of the runway.

Delimit the core area of ??clearance protection within the airport clearance protection area, that is, the area covered by the transition surface, inner horizontal plane, cone surface, approach surface and take-off climb surface in the clearance obstacle restriction surface. Article 4 The airport electromagnetic environment protection area referred to in these Measures consists of two parts: the airport radio station (station) electromagnetic environment protection area and the airport flight area electromagnetic environment protection area.

The electromagnetic environment protection area of ??the airport radio station (station) refers to the short-range navigation station or the center pointing standard station whose length is from the midpoint of the runway center line to the extension line at both ends of the runway (whichever is larger) ) distance is further increased by 500 meters each, and the width is a rectangular range of 1000 meters.

The electromagnetic environment protection area of ??the airport flight area refers to the area bounded by the entrances at both ends of the runway, an arc with a radius of 13 kilometers from the center of the circle, and the parallel lines of the runway that are tangent to the two arcs. Article 5 The Municipal People's Government shall lead the airport clearance and electromagnetic environment protection work, incorporate the protection work into the safety production responsibility target assessment system, establish and improve the work responsibility system and joint meeting mechanism, and study and solve major problems.

The district and county people's governments within the airport clearance protection zone are specifically responsible for work related to airport clearance and electromagnetic environment protection, organizing relevant departments to stop behaviors that affect flight safety and eliminate obstacles, facilities and equipment.

The town people’s government (subdistrict office) within the airport clearance protection zone shall cooperate within the scope of their duties to carry out work related to airport clearance and electromagnetic environment protection. Article 6 The civil aviation management department, together with the military airport management agency, is responsible for the organization and coordination of airport clearance and electromagnetic environment protection work.

Relevant departments of the municipal, district and county people's governments are responsible for the following work within the scope of their duties:

(1) The economic and information department is responsible for the work related to airport electromagnetic environment protection. Before setting up and using radio stations (stations) in the area, the opinions of the military and civil aviation airport management agencies (hereinafter referred to as "airport management agencies") should be sought, and they are responsible for investigating sources of radio interference and investigating and punishing violations;

(2) Education The sports department is responsible for notifying the airport management agency in advance of aerial sports, model aircraft flying and other activities in the airport clearance protection zone and areas near the air route, and strictly carrying out the activities in accordance with the requirements of military and civil aviation, and guiding associations such as homing pigeons, aircraft model, kites and other associations to formulate regulations for the release of aircraft in the clearance protection zone. Management measures for drones or flights and supervise their implementation;

(3) The public security department investigates and punishes illegal flights of civilian drones in clear protection zones, illegal and illegal setting off of fireworks and other violations of public security management in accordance with the law;

(4) The natural resources and planning department is responsible for incorporating the height limit requirements of the airport clearance protection zone into the national land and space planning, approving new construction, expansion and reconstruction of buildings (structures) in accordance with the airport clearance requirements, and placing buildings (structures) The height of objects shall be listed as planning verification content;

(5) The ecological environment department is responsible for supervising the smoke and dust emissions of industrial enterprises in the airport clearance protection zone, investigating and punishing illegal pollution discharge activities of enterprises in accordance with the law, and prohibiting open burning of straw and fallen leaves in accordance with the law. , weeds and other material key areas;

(6) The housing and urban-rural development department is responsible for the supervision of the installation and activation of tower crane aviation obstruction lights and the installation of warning red flags at construction sites of buildings (structures) in the airport clearance protection zone. Inspect and assist the airport management agency in supervising and inspecting the performance of the "Aviation Obstruction Light Daily Management Agreement" by the contracted property company; Clearance and electromagnetic environment, and conduct rectification of potential safety hazards that affect aviation safety;

(8) The comprehensive urban management law enforcement department is responsible for the illegal buildings (structures) in the urban planning area and town planning area of ??the airport clearance protection area. Investigate and handle other illegal acts that affect flight safety within the scope of their duties;

(9) The forestry and bamboo industry department is responsible for cooperating with the handling of planting in the airport clearance protection zone that affects flight safety or affects airport navigation facilities , plants surrounding security facilities, and assist the airport management agency in carrying out bird strike prevention work;

(10) The meteorological department is responsible for strengthening the control of unmanned driving freedom, focusing on the airport clearance protection zone and areas near the airway. Management of balloons and tethered balloons;

(11) Other relevant departments are responsible for airport clearance and electromagnetic environment protection within the scope of their responsibilities.

Article 7 The airport management agency is responsible for sending a copy of the airport master plan and airport obstacle restriction map to the natural resources and planning department, assisting in the approval of construction projects in the air clearance and electromagnetic environment protection zones; responsible for conducting inspections on the airport air clearance and electromagnetic environment protection status. After verification, when new obstacles suspected of affecting the safe operation of the airport or buildings (structures) and other facilities that affect the electromagnetic environment are discovered, measurement (testing) should be organized immediately and the following work should be done:

(1) Issue air navigation notices in accordance with industry requirements, announce the location and height of obstacles or construction projects that affect the electromagnetic environment, and take temporary restrictive measures as appropriate;

(2) Immediately report to the military management department and Civil Aviation Sichuan Regulatory authorities, district and county people's governments or relevant competent authorities;

(3) Conduct operational safety assessments to determine the degree of impact on operational safety;

(4) Actively coordinate with the local district The county people's government and relevant departments will remove ultra-high obstacles or demolish them to eliminate potential safety hazards. Immediately order the project under construction to stop and demolish the super-high parts in a timely manner, and require the construction unit or owner to set up obstacle signs and obstacle lights before demolition;

(5) Investigate the super-high obstacles of new additions An investigation and analysis report will be formed on the reasons for the high altitude and the attributes of the ultra-high parts, etc., and submitted to the military management department and the Sichuan Civil Aviation Supervision Department;

(6) Organize a retest after the demolition work is completed. The retest results are reported to the military management department and the Sichuan Civil Aviation Supervision Department.
