You can use PS software to make tattoo effect on the computer.

Operation method:

1. First, open the PS on the computer and import a photo to be tattooed.

2. Then choose another photo to add (preferably one with a white background) and put it on top of the first photo.

3. Then press and hold Ctrl+T on the keyboard, transform freely, and reduce the photo and put it in a suitable position.
