Regulations of Guangdong Institute of Light Industry on Administration

The first general rule

1. In order to standardize and strengthen the management of the press corps of Guangdong Institute of Light Industry, inherit and carry forward the fine tradition of the press corps, create a good atmosphere in the press corps, and constantly explore and innovate to make it run in a benign and orderly manner, so as to flourish, these regulations are formulated.

2. These regulations are the highest standards for the management of the press corps, and all members shall abide by them and shall not violate them. Matters not covered will be supplemented according to the actual situation and relevant regulations and procedures.

3. The final formulation, interpretation and revision of these Provisions belong to the Propaganda Department of the Party Committee of Guangdong Institute of Light Industry, the competent department of the press corps.

4. These regulations came into effect on 8 October 2007/KLOC-0.

Article 2 Joining and quitting the League

1. New members must undergo a comprehensive assessment after joining the League. Assessment by the regimental headquarters, including attending regular meetings, participating in activities, news business, etc. The assessment period is one month. From the date of the inaugural meeting of the new press corps, the last five candidates will be given a yellow card warning, and those who have been given two consecutive yellow cards will be removed with the consent of more than half of the members of the regimental headquarters.

2. If a member is unable to continue to participate in the activities of the press corps for personal reasons, he can explain the situation to the press corps and submit an application for withdrawal, and the press corps will make relevant records. If a member violates the relevant rules and regulations of the press corps and persuasion fails, the press corps will force him to quit or consider him to quit automatically, and decide whether to notify his department according to the situation. Members who are forced to leave the league are not allowed to participate in any form of activities organized by journalists.

Article 3 Rights and obligations of League members

1. Since joining the press corps, members must strictly abide by the rules and regulations of the press corps, consciously care for the public property of the press corps and safeguard the image and reputation of the press corps.

2. The regular meeting of the press corps is scheduled to be held every Tuesday at 3:30-4:30 pm (the time can be adjusted appropriately). The head of the delegation will make an appointment with the school in advance for the classroom or find a suitable campus location. Members must attend the meeting on time every week. Those who can't attend the meeting due to special matters must ask for leave from the head or deputy head by phone or in writing in advance, and can attend only after approval. It is invalid to ask someone to ask for leave on your behalf or ask for leave afterwards. If there is a proxy signature, both parties are deemed to be absent. If you are absent for 3 times, you will be given a yellow card warning and a written review; Members who have received 2 yellow card warnings shall be removed from the list with the consent of more than half of the members of the regimental headquarters.

Celebrating birthdays collectively is the embodiment of the "sincere friendship" of the press corps, and all members of the press corps will receive birthday cards and blessings on their birthdays. Members with similar birthday months can have a celebration dinner together.

5. League members should actively study and strengthen personal news theory literacy. Members must participate in the news business training organized by journalists, and must not be absent without special reasons. Every semester, the Youth League Department will recommend 1 2 news business books to members for them to learn.

6. "Bringing the old with the new" is a fine tradition of the press corps. With the help of the old members, the new members will understand the history and culture of the press corps, feel the spirit and vitality of the press corps, and be familiar with the process and skills of news gathering and writing. New and old league members should respect each other and learn from each other. Every semester, the regimental headquarters will assess the new and old work and reward the new and old members who have outstanding performance.

7. Members should actively accept news tasks at regular meetings, and the task members assigned to the press corps must be completed within the specified time. Members who can't finish on time due to special matters must explain the situation to the editing teacher and the news department before the specified date. The regimental headquarters will give criticism and education to members who have not completed their tasks and have not explained the situation. If the number of times exceeds 2 times, a yellow card warning will be given to 1 time, and the members who have accumulated two yellow cards will be expelled with the consent of more than half of the members of the regimental headquarters.

Article 4 regimental headquarters management

1. The regimental headquarters is the core management organization of the press corps, and the head responsibility system is implemented. The regimental headquarters must hold a monthly meeting presided over by the head of the regiment to sum up the work. The meeting should find problems in the work in time and discuss solutions, and make detailed and feasible plans for the next step. Members of the regimental headquarters shall not be absent without special reasons.

2. The head of the delegation is fully responsible for and coordinates all the work within the delegation, formulates the work outline and implementation plan during his term of office, convenes and presides over the weekly regular meetings of the press corps and the regimental headquarters meetings, comprehensively inspects and appoints and removes the deputy heads and members of the regimental headquarters, guides and supervises all the work, exercises the final decision on the affairs within the delegation, and closely strengthens exchanges with the outgoing old members. The deputy head of the delegation shall actively assist the head in handling various affairs, and guide and urge the members in charge to finish the work in time. The colonel and deputy colonel are responsible for training the members of the next regimental headquarters. The head of the delegation is elected. See the regulations on the management of the head election in the articles of association for the election method. Candidates for the head of the delegation are recommended by the current head and deputy heads and reported to the editorial department for approval. They can also submit letters of recommendation to the head of the delegation, which will be submitted to the editorial department for discussion after more than half of the members of the delegation agree. Term of office 1 year, renewable 1 session. During his term of office, if the head of the regiment seriously violates the purpose of the press corps or violates discipline, other members of the regiment should report to the editorial department in time and request to be replaced.

3. The regimental headquarters is composed of 4-6 people, who are contracted in groups according to the whole school 12 department (except the College of Continuing Education). Each member of the regimental headquarters is responsible for news interview, writing, newspaper distribution, etc. of 2-3 departments, and ordinary members follow a regimental headquarters member to form a working group according to designated departments. The term of office of members of the regimental headquarters is 1 year, and they can be re-elected for 1 session. Members of the regimental headquarters shall be elected by all members after being recommended by themselves or others. Members of the regimental headquarters must obey the work arrangements and instructions of the head and deputy heads, and actively organize subordinate members to complete the assigned tasks on time.

4. In addition to the above-mentioned members, the regimental headquarters also includes 1 secretary-general, who assist the head and deputy heads in organizing the regimental headquarters, including: conveying all notices within the regimental headquarters and members, contacting all departments of the school, recording and reminding the regimental headquarters of major schedules, regularly reminding the members of the regimental headquarters to count their own and their subordinate members' press releases, summarizing a press release statistics table every month and submitting it to the head, deputy head and instructor of the school newspaper. The term of office of the Secretary-General is 1 year, renewable for 1 term.

5. Members of the regimental headquarters will be removed from the list if they seriously violate discipline. If a member of the regimental headquarters is incompetent, the head of the regiment will remind him to correct it; If you don't listen to advice, you will be warned for the second time and publicly criticized at the regimental headquarters meeting; If he commits another crime for the third time, persuade him to resign voluntarily, or he will be dismissed at the regimental headquarters meeting.

Article 5 Management of League members and student journalists

1. Members of the press group must bring their "press cards" when they go out for interviews. The Press Card shall be uniformly printed and distributed by the editorial department of the school newspaper, and shall not be lent to others, mortgaged or used for other irrelevant purposes during its use. Without the consent of the editorial department of the school newspaper, members cannot interview the school leaders directly.

2. The number of press releases is one of the necessary conditions for applying for the qualification of student journalist and obtaining a journalist's card. The number of press releases required per semester shall not be less than 4. On-campus or intra-department news broadcast manuscripts shall be considered as appropriate. When the two are repeated, the school newspaper draft shall prevail.

3. The manuscript required to apply for a press card is calculated as follows (limited to one semester):

1) Manuscripts included in statistics must be original.

2) In principle, all manuscripts shall be based on the words published in newspapers, with due consideration given to online press releases.

3) Calligraphy, painting art, photographic works (non-news pictures), etc. , 1 counted as 1 manuscript; 1 poem counts as 1 manuscript; 1 news articles are counted as 1 manuscripts. If news pictures are also the same author, they will not be counted separately; Two news photos are recorded as 1 manuscript; Other manuscripts are counted as 1.

4) The total number of published words shall not be less than 3,000 words.

4. Members can apply in advance if they meet the above requirements in less than one semester. To apply for a "press card", you must submit the relevant press release records and application forms, and the members of the higher-level regimental headquarters will issue certificates of their press release and activities, and sign in the column of references. Then, the Secretary-General will check the press release records and submit them to the Youth League meeting for deliberation and approval. Only after more than half of the members agree can they be released until the holder leaves the group.

5. If a student reporter violates the school discipline and the regulations on the management of the press corps during school, his "Press Card" shall be confiscated and his "Student Reporter" qualification shall be cancelled.

Article 6 Reward and Punishment

1. The Youth League Department will give awards to members who are particularly active in putting forward new ideas, writing and participating in activities. Awarded the title of "student reporter" to the new members who have reached the required number and performed actively since joining the League, and issued a journalist card.

2. The press corps carries out two selection activities every academic year. One is the selection of "outstanding league members and outstanding league cadres" in spring, which is selected by the school newspaper, the teachers of the regimental headquarters and some old league members, and the certificate is issued by the Propaganda Department of the Party Committee; The other time is the "Best League Member of the Year, Best League Cadre" selection every autumn. Certificates and prizes/bonuses are issued by the Propaganda Department of the Party Committee, selected by the teachers of the school newspaper, the Youth League Department and some old league members, and made special reports in the school newspaper. Both awards have formulated detailed rules to be open, fair and just. The annual "best" league members and "best" league cadres are the highest honors of Guangdong Institute of Light Industry. You can't have all four honors at the same time.

3. The regimental headquarters will reward the members who actively write, write a good draft and put forward good ideas, including the "top scholar" in the semester, the "good draft award" and the "golden idea award" every month. The selection shall be discussed by the regimental headquarters meeting, publicly praised at the regular meeting after passing, and recorded by the Secretary-General.

4. The members of the regimental headquarters should arrange the members of this group to complete the distribution task of each newspaper according to the departments they are responsible for, and be assessed by the head or deputy head. Every semester, according to the assessment results and the student handbook, moral points will be added.

5. Anyone who fails to attend the regular meeting for 3 consecutive times or 4 times without reason will be removed from the regimental headquarters. There are special circumstances that can't attend the meeting for 3 times in a row, and the regimental headquarters will decide to deal with it after discussion. When a member is absent from a regular meeting for two or three consecutive times without reason, he will be publicly criticized at the regular meeting of the whole group and accept the supervision of all members.

6. All rewards and punishment records in the group shall be kept by the Secretary-General after approval, and copied to the school newspaper instructor for the record.
