If it is not for profit, and the name of the author and the name of the work are also indicated, it is not infringement. Otherwise, it constitutes infringement.

Reference law:

Article 22 of the Copyright Law of People's Republic of China (PRC): Under the following circumstances, a work may be used without permission and without payment to the copyright owner, but the name of the author and the name of the work shall be indicated, and other rights enjoyed by the copyright owner according to this law shall not be infringed:

(a) for personal study, research or appreciation of the use of other people's published works; ……

(ten) copying, painting, photography and video recording of works of art set up or displayed in outdoor public places;

Supplementary note: If you don't know the author's name, I suggest you write "Photographed in XX Academy of Fine Arts, the author is unknown", which should be no problem. Moreover, even if you constitute infringement, as long as you don't aim at profit, then you don't involve compensation, which means you don't have any trouble.
