Article 1 Chongqing Photographers Association (hereinafter referred to as Chongqing Photographers Association) is a people's organization led by China * * * Production Party and composed of photographers of all ethnic groups in our city. It is the bridge and link between the party and the government to contact the photography industry in our city, and it is an important force to prosper and develop the socialist photography industry and build an advanced socialist culture.

Chongqing Photographers Association is a member of Chongqing Federation of Literary and Art Circles and China Photographers Association.

The English translation of Chongqing Photographers Association is Chongqing Photographers Association, abbreviated as CQPA.

Article 2 The purpose of Chongqing Photographers Association (hereinafter referred to as the Association) is to adhere to the guidance of Marxism–Leninism, Mao Zedong Thought, Deng Xiaoping Theory and Theory of Three Represents, comprehensively implement Scientific Outlook on Development, unite and mobilize photographers and photographers to adhere to the party's basic line, basic program and basic experience, adhere to the direction of literature and art serving the people and socialism, and abide by the Constitution and laws. Actively participate in the reform, opening up and socialist modernization, carry forward and cultivate the national spirit and the spirit of the times, establish and practice the socialist concept of honor and disgrace, devote to the development of photography art, prosper the advanced socialist culture, build a harmonious culture, and work hard to achieve Chongqing's prosperity, build a well-off society in an all-round way and build a harmonious socialist society.

Article 3 This Association adheres to the principle of photography being close to reality, life and people, promotes the main theme, advocates diversity, respects the law of photography, inherits fine traditions and promotes independent innovation.

Article 4 The Association accepts the professional guidance, supervision and management of Chongqing Federation of Literary and Art Circles and Chongqing Civil Affairs Bureau.

Article 5 The meeting place of this Association is located in the main city of Chongqing.

Chapter II Appointment

Article 6 The Association takes it as its responsibility to unite photographers, photographers and photographers in the whole city as widely as possible, and is responsible for liaison, coordination, service and business guidance to its members.

(a) to organize and mobilize the city's photographers, photographers, photographers to learn scientific theory, establish a Scientific Outlook on Development, go deep into reality, life and the masses, strive for self-improvement, open to the outside world, actively engage in photography creation, and prosper photography culture.

(2) Actively promote and support photographers, photographers and photographers to constantly improve their cultural literacy and artistic level, devote themselves to their business, actively carry out photography criticism and theoretical research, edit and publish photography newspapers and periodicals, and summarize and exchange experience in photography creation.

(3) Actively create conditions, promote photography education, carry out various forms of photography training, improve the quality of photographers, cultivate photographers and photographic reserve forces, and promote the sustainable development of photography culture.

(four) actively strengthen the contact and cooperation between the photography industry and all walks of life, and earnestly run the Chongqing Photography Art Exhibition and various forms of photography exhibitions, competitions and awards. Reward and commend outstanding photographers and photographers' photographic creation achievements, theoretical research achievements of photographic culture, and members who have made outstanding contributions in photography organization, education and editing.

(5) Actively develop the photographic culture industry, strive to serve the overall situation of national economic construction, strive for good economic benefits while creating good social benefits, and strive to enhance the overall strength and sustainable development ability of the association.

(six) according to the membership conditions, actively and cautiously develop members, and constantly expand the photographic art creation team.

(seven) under the leadership of the competent department at a higher level, seriously carry out industry education, industry self-discipline, industry service and industry management in the field of photography.

(eight) actively reflect the opinions, suggestions and requirements of the members, photographers and photographers. Establish organizations to protect the rights and interests of members and safeguard the legitimate rights and interests of members and other photographers according to law.

(9) Attach importance to and support mass photography activities, strengthen contact with mass photography activities in various forms, promote the popularization of photography skills, and meet the spiritual needs of the people in various aspects.

(10) Strengthen contact and cooperation with China Photographers Association and photographers associations of other brother provinces and cities, enhance friendship and exchanges with Chinese photographers in Hong Kong Special Administrative Region, Macao Special Administrative Region, Taiwan Province Province and overseas, actively carry out international photography cultural exchange activities, and make contributions to promoting the excellent culture of the Chinese nation and building a harmonious world.

Chapter III Members

Article 7 The Association shall implement the system of group membership and individual membership.

Photography (home) associations in all districts and counties are members of the associations. The city's industry photography associations and other photography organizations can become members of the association after application and approval by the presidium of the association.

Rights of group members: Elect deputies to the Municipal People's Congress, participate in the activities of the association, and put forward opinions and suggestions on the work of the association. Group members are free to exit the meeting.

Obligations of group members: abide by the articles of association, implement the resolutions of the association, pay the membership fees on time, complete the tasks entrusted by the association, and carry out various activities in line with the articles of association.

Article 8 To apply for membership of this Association, the following conditions must be met:

(1) Support the articles of association of this association.

(2) Have the will to join this association.

(3) Those who apply to join the club must be at least 16 years old and have some photography experience; More than two works were selected in the exhibition held by this association; He has made remarkable achievements in theoretical research, teaching, translation, organization and leadership of photography; A successful researcher engaged in the design of photographic equipment; Make outstanding contributions to the development of photography and photography industry. You can apply for anything except photography experience and age.

Article 9 The procedures for joining the club are as follows:

(a) fill in the registration form and registration form and provide relevant materials (copy of the selection certificate, selected works and five 7-inch representative works, essays, drawings, etc.). ).

(2) The review panel authorized by the Council discussed and approved.

(3) The membership card and other relevant badges will be issued by the Association.

Article 10 Members shall enjoy the following rights:

(a) The right to vote, to be elected and to vote.

(two) to participate in the activities of this association.

(3) Give priority to the services of this Association.

(4) Have the right to criticize, suggest and supervise the work of this Association.

(5) Freedom to join and quit voluntarily.

(6) The legitimate rights and interests of members are protected by this Association.

Article 11 Members shall perform the following obligations:

(a) To implement the resolutions of this Council;

(2) To safeguard the legitimate rights and interests of this Association.

(three) to complete the work assigned by the association.

(4) When new members join the membership, they should pay the membership fee and five-year membership fee in one lump sum as required; Old members pay a five-year membership fee at the time of change.

(5) Report the situation to this Council and provide relevant information.

Article 12 When a member withdraws from the meeting, he shall notify the Association in writing and return his membership card and other badges.

If a member fails to pay the membership fee without reason or does not participate in the activities of the association for a long time, it will be regarded as automatic withdrawal.

Article 13 If a member of this Association violates the national laws, regulations or the articles of association of this Association, depending on the seriousness of the case, the Presidium of this Association may give criticism and education, suspend the membership or even expel the membership.

Chapter IV Organizational Structure

Article 14 The organizing principle of this Association is democratic centralism. The members' congress is the highest authority of the association, and its functions and powers are:

(1) Amending the Articles of Association.

(2) Election of the Council.

(3) Review the work report of the Council.

(4) Deciding to terminate.

(5) Deciding on other major matters.

Fifteenth members' congress can only be held when more than two thirds of the members' representatives are present, and its resolutions can only take effect when more than half of the members' representatives present vote.

Article 16 The general meeting of members shall be held every five years. If the meeting needs to be held in advance or postponed due to special circumstances, it shall be approved by the board of directors and reported to the superior business unit for approval.

Article 17 The Council is the executive body of the general meeting of members. When the members' congress is not in session, the presidium is the highest authority and leads the association to carry out its daily work.

The Council is elected by the members' congress. Each team member unit can recommend a person in charge as a candidate recommended by the director; The remaining directors are elected from individual members. The director who represents the members of the group in the board of directors is naturally dismissed from the position of director of the Municipal Photographers Association after he can't be the person in charge of the group. After being approved by the presidium of the Municipal Photographers Association, the group will elect a new person in charge to succeed him and notify the board of directors of the Municipal Photographers Association.

Article 18 The functions and powers of the Council are:

(a) to implement the resolutions of the members' congress.

(2) To elect and recall the president, vice-president and secretary-general.

(three) to prepare for the convening of the members' congress.

(four) report to the members' congress.

(5) To decide on other important matters that need to be decided by the Council.

Article 19 A meeting of the board of directors can only be held when more than half of the directors are present, and its resolution can only take effect when it is passed by more than 65,438+0/2 of the directors present. In principle, the Council meets once a year; Under special circumstances, an exchange meeting can also be held.

Article 20 When the Council is not in session, the meeting of the Presidium is the highest authority of the Association, acting as the authority of the Council. The meeting of the presidium is held irregularly according to the needs of the work. Under special circumstances, an exchange meeting can also be held.

Article 21 The chairman, vice-chairman and secretary-general of this Association must meet the following requirements:

(a) adhere to the party's line, principles and policies and good political quality.

(2) Enthusiastic and active work for the association, with certain artistic attainments and selfless dedication, which has a great influence in the photography industry or has a great contribution to the development of photography.

(three) the chairman, vice chairman and secretary general candidates shall not be over 65 years old.

(4) Being healthy and able to work normally.

(5) Having full capacity for civil conduct.

Article 22 The Association shall have several deputy secretaries-general, who shall be appointed by the presidium for a term of two years.

Article 23 The term of office of the Chairman, Vice-Chairman and Secretary-General of this Association is five years. If it is necessary to extend the term of office due to special circumstances, it must be approved by more than two-thirds of the members' representatives at the members' congress and reported to the competent business unit at a higher level for approval before taking office.

Article 24 The Association shall have honorary posts such as honorary chairman. Honorary posts are recommended and hired by the presidium meeting. Those who hold honorary positions will no longer serve as directors.

Chapter V Management of Funds and Assets

Twenty-fifth sources of funds of the Association:

(1) membership fee.

(2) financial allocation.

(3) Social donation and sponsorship.

(4) Other lawful income.

Article 26 The funds, assets and other properties of this Association shall be managed in accordance with relevant regulations and protected by national laws. No unit or individual may occupy, privately divide or misappropriate.

Chapter VI Supplementary Provisions

Article 27 The right to amend the Articles of Association belongs to the general meeting of members.

Article 28 If an association needs to terminate its activities for some reason, it shall be proposed by the presidium meeting, discussed and adopted by the Council, and approved by the superior competent department, and then it shall apply to the management department of the association for cancellation, and handle the aftermath according to the relevant provisions of the state.

Article 29 The Articles of Association shall be implemented after being discussed and approved by the members' congress of Chongqing Photographers Association.

Article 30 The right to interpret the Articles of Association belongs to the presidium meeting.
