Regulations on Huangshan Taiping Lake Scenic Area

Article 1 In order to protect and manage the scenic resources of Taiping Lake, these Regulations are formulated in accordance with the Regulations of the State Council on Scenic Areas and the provisions of relevant laws and administrative regulations, combined with the actual situation of Taiping Lake Scenic Area. Article 2 These Regulations shall apply to the planning, protection, construction, utilization and management of Taiping Lake Scenic Area.

The scope of Taiping Lake Scenic Area, its core scenic spots and peripheral protected areas shall be delineated in accordance with the overall planning of Taiping Lake Scenic Area approved by the Anhui Provincial People's Government. Article 3 Taiping Lake Scenic Area shall follow the principles of scientific planning, unified management, strict protection and sustainable utilization. Article 4 The topography, mountains, water bodies, wetlands, lakesides, rocks, soil, rivers, trees and vegetation, wildlife, special geological environment and other natural scenery, historical and cultural villages, cultural relics, stone carvings and underwater monuments in Taiping Lake Scenic Area belong to scenic resources and should be strictly protected. Article 5 The Huangshan Municipal People's Government shall set up the Taiping Lake Scenic Area Management Committee (hereinafter referred to as the Management Committee). The director of the Administrative Committee is concurrently the person in charge of the huangshan district Municipal People's Government, and the Administrative Committee is responsible for the protection, utilization and unified management of Taiping Lake Scenic Area. Its main responsibilities are:

(a) the protection of scenic resources, natural and human ecological environment;

(two) the organization and implementation of Taiping Lake scenic area planning, rational use of scenic resources;

(three) the construction, management and maintenance of infrastructure and other public facilities in Taiping Lake Scenic Area;

(four) the management and supervision of engineering construction projects in Taiping Lake Scenic Area;

(five) publicity and education work for the protection of Taiping Lake scenic area;

(six) to manage other matters related to the protection and utilization of Taiping Lake Scenic Area.

Upon approval according to law, the CMC may set up a comprehensive law enforcement agency to exercise the power of administrative punishment relatively centrally in Taiping Lake Scenic Area.

The relevant departments of the municipal and district people's governments and the Township People's governments in scenic spots shall do a good job in protection and management according to their respective responsibilities. Article 6 The relevant functional departments of the municipal and district people's governments shall solicit the opinions of the Administrative Committee when compiling the special planning involving the Taiping Lake Scenic Area and the town planning of the peripheral protection area of the Taiping Lake Scenic Area, and link it with the planning of the Taiping Lake Scenic Area. Article 7 huangshan district Municipal People's Government shall, according to the overall planning of Taiping Lake Scenic Area, organize the preparation of detailed planning of Taiping Lake Scenic Area, which shall be submitted to the competent construction department of the provincial people's government for approval after being audited by the Municipal People's Government. The specific work of the organization shall be undertaken by the CMC. Article 8 It is forbidden to set up various development zones in Taiping Lake scenic area in violation of the planning, and build hotels, guest houses, training centers, sanatoriums and other buildings unrelated to the protection of scenic resources. Article 9 The construction of houses or other projects in Taiping Lake Scenic Area shall be subject to the examination and approval of the Administrative Committee in accordance with the planning, and the examination and approval procedures shall be handled in accordance with the provisions of relevant laws and regulations. Tenth in the construction activities in the Taiping Lake scenic area, the construction unit and the construction unit shall strictly protect the scenery and ecological environment around the construction site, and formulate pollution prevention and water and soil conservation programs. The wastes generated in the construction process should be buried or destroyed at the designated place. After the completion of the project, the garbage should be cleaned up in time to restore the original appearance of the environment or carry out ecological restoration. Eleventh temporary construction due to protection and management and engineering needs, should be approved by the CMC, and within the approved period of use to dismantle. Twelfth the establishment of Taiping Lake scenic resources protection fund. Protection funds can be raised through financial support, social assistance, project development, paid use of resources and other channels. The specific management measures for its use shall be formulated separately by the District People's Government and implemented after being approved by the municipal government. Thirteenth Taiping Lake Scenic Area prohibits the following activities:

(a) Mountain cutting, quarrying, mining, land reclamation, grave building and other activities. Destruction of landscape, vegetation and topography;

(two) the construction of explosive, flammable, radioactive, toxic and corrosive goods storage facilities;

(3) scribbling or smearing on scenery or facilities;

(4) littering;

(five) in violation of the provisions of the scenic area in the waters of fried fish, poisonous fish, electric fish and electric fish;

(six) exceeding the standards prescribed by the state, discharging waste water, waste gas and solid waste;

(seven) illegal hunting of wild animals;

(eight) illegal collection of protected wild plants;

(nine) the construction and expansion of purse seine and purse seine culture in scenic waters;

(ten) fishing in closed fishing areas and closed fishing periods;

(eleven) using fire in the wild without approval;

(twelve) other acts endangering ecology, environment and public safety. Fourteenth in the Taiping Lake scenic area to carry out the following activities, should be audited by the CMC, in accordance with the provisions of relevant laws and regulations, reported to the relevant competent authorities for approval:

(1) Setting up and posting commercial advertisements outdoors;

(2) Shooting movies and television and holding large-scale cultural, sports and publicity activities;

(3) temporarily occupying, enclosing and covering the water surface, and installing floating facilities on the water surface;

(4) Introducing and releasing alien biological species;

(five) other possible impact on the ecology and environment.
