If the parties have no written arbitration agreement or no arbitration clause in the copyright contract, they may directly bring a suit in a people's court.

The provisions of relevant laws shall apply to the civil liabilities assumed by the parties due to non-performance of contractual obligations or non-conformity with the contract, as well as the exercise of litigation rights and application for preservation by the parties.
