How to strengthen the socialist core by moral education

Strict comprehensive management of schools, study and formulate safety management standards for compulsory schools and primary and secondary schools, carry out rectification of the surrounding environment of the campus and purification of the cultural environment, formulate regulations on smoking ban and control in schools of all levels and types throughout the country, issue opinions on preventing sexual abuse of children, and jointly crack down on violations of minors' rights and interests with relevant departments. Strict teacher management, promote the implementation of professional standards for primary and secondary school principals in all localities, put forward opinions on establishing and improving a long-term mechanism for the construction of teachers' morality in primary and secondary schools, put forward measures to deal with violations of teachers' morality in primary and secondary schools, organize the fourth typical selection of teaching and educating people, and guide teachers to be guides and guides for the healthy growth of students.

In terms of practical education, we use the central special lottery public welfare fund to build a 150 demonstration comprehensive practice base, issue a guide to practical activities of the demonstration comprehensive practice base, and carry out comprehensive social practices such as learning industry, learning agriculture, and student life safety. In conjunction with relevant units, 482 social practice bases for special education have been built to carry out various special education such as popular science, environment and quality. Deployed in various schools at all levels across the country to carry out in-depth educational activities on the theme of "My Chinese Dream", and organize letter cultural activities, photography and micro-film creation competitions with the theme of Chinese dream. The first class of Chinese studies with the theme of "riding the wings of dreams" and the "teaching in space" activity of Shenzhou-10 astronauts were held. We will carry out the education of "love learning, love labor and love the motherland" and the activities of saving grain, water and electricity in all kinds of schools across the country, and hold the promotion meeting of saving education in primary and secondary schools to form an effective form and long-term mechanism of "three loves" education and "three festivals" activities.

In the next step, the Ministry of Education will study and formulate documents to cultivate and practice socialist core values, further strengthen moral education in primary and secondary schools, launch the "Moral Education in Action" plan, refine socialist core values that meet the specific requirements of students, guide the majority of primary and secondary school students to turn core values into practical actions, and generally carry out a series of actions such as honesty and trustworthiness, civilization and law-abiding, hard struggle, environmental protection, unity and friendship in primary and secondary schools. We will focus on the following tasks:

The first is to carry out red tourism. Promote red tourism for primary and secondary school students, carry out pilot study tours, encourage local governments to purchase travel services and travel insurance, and support study tours in compulsory education. Continue to carry out in-depth education on the theme of the Chinese dream and "three loves", and guide students to understand the road of China, carry forward the spirit of China, unite China's strength and cultivate patriotic feelings in combination with the celebration of the 65th anniversary of the founding of New China.

The second is to implement green evaluation. In accordance with the overall arrangement for the reform of the entrance examination system, we will improve the nearby entrance examination system for compulsory education, try out district system and nine-year consistent counterpart enrollment, and study and formulate implementation opinions for further promoting the reform of the entrance examination system. To study and formulate the implementation opinions on the comprehensive quality evaluation of ordinary senior high school students, focusing on the development of students' moral development, academic level, physical and mental health, hobbies and practical ability, truly and accurately recording the growth process of students, focusing on guiding students to actively participate in social practice, voluntary service, public welfare labor and other activities, and taking it as an important reference for college enrollment.

The third is to popularize blue knowledge. Strengthen the education of ecological civilization, let primary and secondary school students understand the causes of smog and the present situation of environmental pollution, realize the importance of environmental protection, and guide them to start from childhood, start from themselves, be thrifty, be low-carbon and environmentally friendly, and jointly protect the earth and share the blue sky. Strengthen the publicity and education of marine knowledge and the protection of marine rights and interests, enhance the awareness of marine rights and interests, marine economy and marine ecology of primary and secondary school students, establish modern marine concepts, and lay a solid foundation for realizing the strategic goal of "maritime power".

The fourth is to stay away from yellow information. Nowadays, the Internet has become an important tool for young students to learn, communicate, entertain and make friends. However, the information on the Internet is mixed. Guide all localities to further strengthen network moral education, and guide students not to browse, make or forward bad information, click pornographic web pages, make friends cautiously, and avoid entering commercial Internet cafes. We also call on relevant departments to continue to purify cyberspace and create a good environment for the healthy growth of the younger generation.
