Why didn't anyone issue a ticket when the bus was overloaded?
This edition of the article Times reporter Li Xianfeng This edition of the Photography Times reporter Long Chengguan
On the morning of the 20th, a 288 bus full of passengers was stopped by the traffic police on duty when driving to the toll station of Luoxi Bridge. The police of the 4th Squadron of Panyu Traffic Police Brigade issued a fine to the driver on the grounds that the bus was overloaded, and 200 yuan was fined in addition to 2 deductions. In this regard, the bus driver expressed dissatisfaction: according to the current situation in Guangzhou, it is impossible for the bus not to be overloaded. The traffic police explained that according to the traffic law, buses are motor vehicles, and overloading is illegal. The punishment is to act according to the rules. Wang Zechu, a member of the Guangdong Provincial Political Consultative Conference, believes that traffic police should give priority to maintaining urban public transport, and public security departments should re-approve the standards for punishing bus overload.
Event replay, traffic peak, overloaded bus, fine
A driver was deducted 2 points by Panyu traffic police and fined 200 yuan!
At 8: 50 am on the 20th, a bus No.288 from Qifu New Village to the terminal of Xihua Road was stopped by the traffic police on duty at the roadside just after passing the toll station of Luoxi Bridge.
According to Mr. Liu, a traffic policeman got on the bus and shouted: Wow! I cann't believe I'm overloaded with so many people Then he said to the bus driver, please take out your driver's license. Subsequently, the traffic police got off the bus with the driver's license handed over by the driver and issued a ticket. At the same time, the traffic police stopped three long-distance buses from Zhongshan to Guangzhou.
The reporter saw on the ticket that the traffic police fined the bus for "overloading 20%". According to the ticket, the driver should go through the formalities in the Fourth Squadron of the Traffic Police within 15 days, otherwise his license will be revoked.
After the traffic police issued a ticket to the driver, the bus was not allowed to start on the grounds of overload, and the overloaded passengers could not continue driving until they got off. Finally, 10 passengers were transferred to another bus No.288, and the fined bus No.288 was on the road again.
Mr. Liu told reporters that some passengers in the car took their children to Children's Hospital and Zhongshan Third Hospital, and some were in a hurry to go to work. The citizens are very anxious about the bus being stopped and delayed, and they are dissatisfied with the slow handling of the traffic police on duty. In addition, passengers were surprised that the bus was punished for overloading. Mr. Liu said that almost all buses bound for Guangzhou are overloaded. Why punish only one car? Under normal circumstances, the traffic police will not punish the bus for overloading. Why did they suddenly think of punishment today?
Traffic jam, saying that sending more cars may make it harder to walk.
The bus company thinks that the number of buses in Guangzhou should be increased by at least two thirds.
The reporter then found the yellow driver of Guangzhou floodlight bus company who was punished. Driver Huang told the reporter that he was fined for overloading his bus. Besides deducting 2 points, he also had to pay a fine from 200 yuan. The traffic police did the right thing and had to admit that they were unlucky.
Driver Huang said that every morning from 7: 00 to 9: 00, all buses entering Guangzhou, such as 122, 522, and 5 12, are fully loaded, and none of them are overcrowded. At the peak of overload, the doors of passengers getting on and off will be full, making it difficult for passengers to get on and off. Guangzhou bus overload has always been a phenomenon, and the traffic police are well aware of it. Driver Huang believes that the reason for punishing overloaded buses may be that traffic police will only look for overloaded buses if the tasks assigned each month are not completed enough.
Although driver Huang thinks it is right for traffic police to punish overloaded buses, he thinks it should be implemented equally.
The person in charge of a bus company in Guangzhou said in an interview that there are more than 8,000 buses in Guangzhou, which is far from ensuring the demand of citizens for cars during peak hours. If traffic police are needed, the number of buses in Guangzhou should be increased by at least two thirds.
There are 6.5438+0.7 million motor vehicles in Guangzhou, and the speed of urban areas is slow due to too many vehicles. If the bus company sends enough vehicles on the road according to the requirements of not overloading, I'm afraid no one can walk and all stop on the road. In addition, all cities in China have the problem of bus overload. Guangzhou is a city with relatively perfect and advanced transportation facilities in China, but there is still bus overload. Therefore, bus overload should not be illegal, and the traffic police department should re-approve the overload standard. Now it is not a question of whether the car is overloaded, but whether the road can be allowed. The traffic police think that it is unfair to check the bus company now, and it is unfair not to check it.
It is completely correct to act in accordance with the law and say that we enforce the law.
Panyu traffic police said that it is not easy to answer the question of unfair law enforcement.
Yesterday morning, the reporter went to the Fourth Squadron of the Traffic Police Brigade of Panyu District Public Security Bureau, located on the west side of Luoxi Bridge in Panyu District. He wanted to interview the person in charge of punishing the overloaded bus, but the traffic police on duty asked the reporter to interview the district traffic police brigade after asking the leader.
The reporter then called the duty room of Panyu District Traffic Police Brigade. After listening to the reporter's question, the traffic police on duty introduced that they punished the overloaded bus according to the newly promulgated Road Traffic Safety Law, and the law enforcement was completely correct. However, the reporter suggested that the overloaded buses passing through the Luoxi Bridge every day are full of eyes. When there was no punishment, the police officer on duty first said that the police force was not enough, and later said that all overloaded buses should be punished. The reporter then suggested that on the morning of the 20th, it was found that most of the buses entering Guangzhou were overloaded near Luoxi Bridge. Why wasn't the traffic police squadron there? The traffic police said that this question is not easy to answer, so they should report it to their superiors and then call the traffic police No.4 team to ask them to review it.
Maintaining safety says that life is the most important thing, and it is necessary to check overload.
Guangzhou traffic police said that it is difficult to check it or not.
The reporter called the duty room of the traffic police detachment of Guangzhou Public Security Bureau yesterday, and the police on duty listed the consequences caused by the traffic police's failure to check the overloaded bus:
The police officer on duty said that overloaded buses have always been a serious accident hidden danger in Guangzhou. If the traffic police don't punish the overloaded bus, the lax driver may have a traffic accident one day. Besides, if the traffic police don't check the overloaded cars, what does the state need the traffic police for? Isn't the traffic law drafted and deliberated for nothing?
If the traffic police supervise and punish all overloaded buses according to citizens' complaints, bus drivers will definitely refuse to carry citizens when they are full. At that time, there will be a phenomenon that citizens at bus stops can't get on the bus and then complain to the government, bus companies and the media. In this way, bus companies must send more buses. By then, with enterprises and many private cars, the traffic in Guangzhou will be more crowded and the road will be more difficult to walk.
In response to the punishment of bus overload, a police officer of the accident handling squadron of Yuexiu District Traffic Police Brigade said that there was indeed bus overload in Guangzhou, which was caused by imperfect traffic facilities. Under normal circumstances, it is the default way for grass-roots traffic police in Guangzhou to punish overloaded bus drivers by educating them, which also depends on the current situation in Guangzhou.
However, the police officer also said that not checking does not mean that overloaded buses will not be punished. It will play a warning role to punish buses that are often overloaded irregularly. After all, once an overloaded bus has a serious traffic accident, there will be great casualties. In case investigation, the responsibility will still fall on the traffic police department. Compared with the casualties of passengers, the complaints of traffic police are nothing. However, if overloaded buses are strictly investigated, a large number of commuters will be unable to get on the bus. At that time, the public will point the finger at the traffic police, and we are really at a loss.
According to the theory of differential treatment, new standards for punishing public transport should be approved.
Wang Zechu believes that buses should not be punished according to the standards of long-distance buses.
Wang Zechu, a member of Guangdong Provincial Political Consultative Conference, pointed out in an interview yesterday that the bus is an important tool to maintain urban traffic operation and the slowest vehicle. Overloading is a common phenomenon, and the traffic police department should not punish buses according to the standard of long-distance bus overload.
Commissioner Wang also introduced that the traffic police should check whether the bus is overloaded at the bus stop. For example, it is not too late for a bus driver to punish the bus after it is full, and he should not check whether the bus is overloaded on the way. The public security department should sit down with the government department to discuss the basis and standard of how to punish overloaded buses. If not, it can be handed over to NPC representatives for discussion and research.
The double standard says that overload has its own reasons.
The Ministry of Construction stipulates no more than 80 people, and the Ministry of Public Security stipulates 43 people.
In view of the punishment of bus overload, the person in charge of Guangzhou Passenger Management Office explained that the definition of bus overload behavior is very vague at present, because the Ministry of Construction and the Ministry of Public Security have their own explanations for vehicle overload. According to the national standard of the Ministry of Construction to limit the bus load, it is 8 people/square meter. According to this standard, buses are generally overloaded with more than 80 people. However, the standard implemented by the Ministry of Public Security is the passenger capacity approved when the vehicle leaves the factory. According to this standard, the approved capacity of Guangzhou buses is between 35 and 43 passengers each. Due to the imperfection of laws and regulations, the concept of bus overload is vague, so it is reasonable for the traffic police department to call buses with passengers standing as overloaded vehicles.
At present, Guangzhou's public transport capacity is allocated to 80 to 65,438+000 passengers per bus during peak hours. If the overload behavior of public transport in Guangzhou depends on the method of the Ministry of Public Security on the number of buses, then Guangzhou must at least double its transport capacity to meet the travel needs of citizens, and at the same time, the bus fare will have to be increased by 1.5 to 2 times to maintain the normal operation of public transport enterprises, which undoubtedly increases the burden on citizens.
Public transportation is for the convenience of city residents.
According to relevant regulations:
City buses can be overloaded!
For the problem of crowding, the key is that there are too many people in China!
