Since the second year of Kaiyuan in Tang Dynasty, Changle has produced a total of 1 1 and 955 scholars, making it the county-level city with the largest number of champions in Fujian Province. And left many imperial examinations handed down from generation to generation in the village "Feng Gang Er Liu, Di Li Decheng" verified the pursuit of scholarship at that time; "Golden branches and jade leaves in the world, green lights and yellow rolls" set off the style of writing at that time; "Father and son are two scholars, brothers are five friends" and "nine officials and six scholars, four generations and five middle schools" reflect the heyday of talents at that time.

Changle has a profound cultural background, and there are many literati in past dynasties. In Ming and Qing Dynasties, there were great writers Xie, and in modern times, there were writers, archaeologists Zheng Zhenduo and writers Bing Xin. Famous painters and calligraphers come forth in large numbers, such as the Dragon Painters in Song Dynasty, painters and calligraphers in the Republic of China, Li and Huang Baoyu, modern seal carvers and Pan Zhulan. In the late Republic of China, Changle established a public education museum with a library and playground, and organized activities such as drama, music, reading, sports and book borrowing. After the founding of People's Republic of China (PRC), cultural centers, libraries, Xinhua Bookstore, Fujian Opera Troupe, film distribution and projection companies, radio and television bureaus (stations), people's theaters, cinemas, Zhenghe Historical Relics Exhibition Hall and other facilities have been established one after another. 1992, radio and television stations were set up in all 8 towns and villages in the city, with a broadcasting coverage rate of 98%, and was awarded the title of "Broadcasting County for Every Village" by Fuzhou. 1994, the comprehensive TV coverage rate reached 100%, and the number of cable TV households reached more than 50,000. There are 1994 villages with active literature and art, 7 township cultural stations 100, more than 200 village cultural rooms and youth homes100, more than 200 clubs for the elderly such as Yishou Garden, 58 theaters, auditoriums 192 and various karaoke halls. There are 8 mass cultural organizations such as literature and photography, and 62 provincial and municipal writers, painters and musicians.

From 1955 to 1994, seven people and 1 pieces of Changle's calligraphy, painting, photography and other literary and artistic works were selected for international exhibitions, among which 1 piece won the excellent prize and1piece won the honorary prize. Forty-nine people and 49 works were selected for the national exhibition, five won the third prize, eight won the Excellence Award, 1 won the Excellence Award, 1 won the Memorial Award and six won the Encouragement Award. 28 1 person-time, 292 pieces were selected for provincial (ministerial) exhibitions, including 2 first prizes, 7 second prizes, 3 rd prizes 15 pieces, 2 silver prizes, 2 bronze prizes 1 piece, 2 merit prizes 1 piece and 2 encouragement prizes.

Since 2002, Changle has built dozens of landmark cultural facilities with characteristics and scale, such as People's Hall, City Museum, Jinyuan Science and Technology Building, Book and Literature Center, Youth Center, Radio and Television Building, Nanshan Sports Park and Wu Hang Academy.
