Step 1
Ok, write down your text first, choose the type (mine is "Neona") and convert it into an editable spline.

Choose the same color as the surrounding environment, but a little dark (mine is R: 0g: 106b: 25 1).

Now, click the "Standard" button and select "VRayMtlWrapper" as the sub-material to keep the old material. After that, "Generate GI value to 1.3" was added. We do this because it is easier to control the light generated by the geometry, and the material of the self-luminous color that will not interfere needs some adjustment. If you want more light in the scene, just add "Generate GI".

Now, the main lighting material, let's create the material, which will be the most responsible color of neon lights, as well as its circular appearance. Just copy the material you just created and change its color to a more saturated tone. Minerals (r: 0, g: 14 1, b: 255) are self-luminous, and their colors with the surrounding environment are (r: 0, g: 24, b: 255).

Now change the self-luminous opacity to about 35, so that the main light can protrude from it and there will be the important geometry you just created.

Now create a good reflective glass material. First, change the diffuse color of the VRay material to black, the reflection to white, and the value of Fresnel Reflection to 0.2. This is a more obvious and realistic reflection. Change the refraction color to light gray (r: 16 1, g: 16 1, b: 16 1) and set other default values.

Add an attenuation map refraction groove, which can be changed to black and dark blue (R: 14, G: 0, B: 64) if you like. This will darken the edge of the glass and make it more comprehensive.

Now is the last material. Get a new Vray material, name it "background", change the diffuse color to dark gray (R: 44, G: 44, B: 44), and the reflection channel (R: 17, G: 17, B: 17). Back in the MtlWrapper attribute, select fog surface, shadow and influence alpha. The alpha contribution has been changed to-1.0, which will provide the correct alpha channel. We do this, so you can insert neon colors into another background in Photoshop and make any image you like to adjust separately.

Now choose the thinnest neon color, which is suitable for light material (the first material), and make the same neon color in the middle of the second material, the thickest neon color and the third material.

Finally, let's create the lighting and rendering of the scene. First, create an ordinary box (this will be a wall), place it in the neon color on the back, and apply its "background" material.

Note: Please don't use the GI environment, because it will light up the scene, and your environment is dark and neon.
