Look at the original picture first

Open a new blank layer in ps, then select the brush and click the shortcut key f5 to open the brush properties, and select this blurred edge.

Then in the upper left corner, reduce the transparency and choose white as the color, as shown in the figure (the transparency can be added according to your own feelings).

Draw as shown

Then select the layer and adjust the layer blending mode to soft light.
