The Outline breaks the boundaries of regions, systems and industries for the first time, and describes the development of highway and waterway transportation in the Yangtze River Delta in detail.
(1) At present, the per capita road ownership in the Yangtze River Delta is less than two-thirds of the national average, and the road unit output value is less than one-third of the national average, which is still far from the requirements of modernization and the level of developed countries in the world.
(2) It is estimated that by 2020, the passenger and freight volume in the Yangtze River Delta will double, reaching 6 billion passengers and 5 billion tons respectively. The construction of highway transportation infrastructure in the Yangtze River Delta is far from meeting the needs of rapid social and economic development.
(3) According to the overall plan of the Outline, by 2020, the central cities of the Yangtze River Delta metropolitan area will realize "three-hour intercommunication" and all regions will "get on the expressway in 20 minutes"; Shanghai and the surrounding areas outside the Yangtze River Delta will be able to achieve "five-hour communication" and form a "half-day traffic circle" with Shanghai as the center and covering the Yangtze River Delta.

The significance of the "Outline" is that it puts forward clear requirements for the future development of the Yangtze River Delta. Since then, Jiangsu, Zhejiang and Shanghai provinces and one city have a common goal for the systematic management of trunk lines and waterway networks.
The foundation of economic integration is traffic integration, and the realization of the outline will play a positive role in promoting the economic development of the region, be conducive to the transfer of international manufacturing industry, reduce the business cost of the region and promote industrial upgrading.
The Yangtze River Delta comprehensive transportation hub will be divided into three levels according to the radiation range, namely, national comprehensive transportation hub, regional comprehensive transportation hub and comprehensive hub. Among them, Shanghai, Nanjing, Hangzhou, Ningbo, Wenzhou, Xuzhou and Lianyungang are planned as national comprehensive transportation hubs.
On the one hand, there is a lack of effective connection between various modes of transportation in the Yangtze River Delta, information cannot be shared, and the comprehensive utilization rate of various transportation resources is not high, which cannot meet the requirements of economic integration; On the other hand, the Yangtze River Delta has a high density of towns, industries and population, a large demand for transportation, and a very tight land and coastline resources. The prospect of the Outline is not only the integration of transportation resources in two provinces and one city, but also the integration of various modes of transportation, that is, in the opening up, at the T-junction along the coast and along the river, around the transportation of key materials such as coal, crude oil, iron ore and containers, under the unified blueprint of comprehensive transportation, give full play to the comprehensive advantages of combining roads and waterways.
In the past, Jiangsu, Zhejiang and Shanghai provinces and one city had similar integration, but they were passive at that time. Now, by formulating the outline of regional traffic planning, we can turn passivity into initiative, which is the real traffic integration in the Yangtze River Delta.
(6) Expressway construction is divided into two steps.

A massive "road and bridge movement" has been launched in the Yangtze River Delta region, and the expressway network is accelerating: there are nearly 20 expressways newly built, expanded, under construction and to be built in Jiangsu, Zhejiang and Shanghai, including Shanghai-Nanjing, Ning Hang, Hangzhou-Ningbo and Ningtai; At the same time, the number of expressway passages between Shanghai and Jiangsu and Zhejiang will increase to 7 and 4 in the future; In the next five years, Zhejiang will invest more than 60 billion yuan to build expressways 1000 kilometers, and Jiangsu will strive to open more than 2,500 kilometers of expressways in the whole province in three years, when the number of expressways between Zhejiang and Jiangsu will increase to four.

Among them, for the construction of Shanghai International Shipping Center, the Outline stipulates that the focus should be on the development of container trunk ports with Shanghai as the center, Ningbo, Zhejiang and Suzhou, Jiangsu as the two wings, Lianyungang, Nantong, Nanjing, Zhenjiang and Wenzhou as feeder ports, and other ports should develop feeder container transportation systems.
Three. Overhaul and reconstruction of key roads in Tianjin
In order to further optimize the structure of Tianjin highway network and promote the economic development of suburban counties, Tianjin highway department has increased the reconstruction of national and municipal trunk highways with trunk functions in the road network and the construction of new local connecting passages.
At present, the reconstruction, expansion and overhaul of 24 key roads and bridges have been started in an all-round way, with a total mileage of 270 kilometers. 6. There are three subway lines planned for Nanjing Dongshan New Town.
Following Hexi and Xianlin, the planning department of Nanjing recently completed the master plan of Dongshan New District, another new city in the layout of "one city and three districts".
Dongshan New Town will develop into a sub-regional comprehensive service center in the south of Nanjing and a comprehensive transportation hub in Nanjing. The overall layout structure of the new urban area is "one axis and six pieces". There are 9 secondary specialized schools, adult education schools and private middle schools, namely Huaxia School, Provincial Judge Training College, Sino-British School, Water Conservancy School, Teacher Training School, Party School of District Committee, Southern Photography College, Dongshan Foreign Language School and 1,000 colleges of supply and marketing cooperatives. There are six high schools, namely Jiangning High School, Heather High School, Qinhuai High School, Huaying High School, Chengbei High School and Chalu High School. There are 10 junior high schools (including 3 nine-year compulsory schools) and 22 primary schools.
In terms of medical and health facilities planning, Tongren Hospital (Jiulong Lake Area), Baijiahu Branch of Jiangning Hospital and Jiulong Lake Community Health Service Center will be newly built.
In addition, the per capita public green area of Dongshan New Town is15.80m2, and the long-term daily water supply is 680,000 tons, using natural gas for domestic use.

(2) Improvement project of Guangzhou Avenue North-Tianhe North Road intersection
Overview: This project is a T-junction formed by urban main roads and main roads. This project mainly includes 5 10/0m open-cut tunnel,1560m road,1500m drainage pipe and pedestrian crossing facilities. Guangzhou Avenue runs under a one-way tunnel from south to north. The tunnel adopts cast-in-place reinforced concrete box structure, with a total length of 5 10m and a total investment of 94 million yuan. Function: After the project is completed, it will improve the capacity of Guangzhou Avenue and ease the traffic pressure in Tianhe North.
Six measures to improve Tianhe traffic
Measure 1: Improve public transport. Take measures such as evacuating bus lines with high repetition of main roads, encrypting low-grade road lines and laying new road lines to optimize and adjust the bus network, increase the network density in Tianhe area and reduce the line repetition coefficient. This measure will be completed in three years.
By optimizing and adjusting the bus stops, such as the National Defense Building Station, to connect with the exit of Huangpu Avenue underground pedestrian tunnel, traffic chaos caused by pedestrians leaving the tunnel can be avoided. And set up bus lanes, set up temporary taxi stops in important areas such as Tianhe City, standardize taxi stops, and reduce the impact on road traffic.
Measure 2: Improve traffic organization. Through the transformation of 1 1 intersection along Tianhe North Road, the delay time and parking times of motor vehicles in Tianhe North Road are reduced; Combined with pedestrian signal setting, optimize and improve the signal timing of nine intersections such as Tianhe Road and Tiyu East Road; Transform Tianhe East Road/Haixin Street and other 13 uncontrolled intersections (sections) into signal-controlled intersections (sections).
Measure 5: Improve static flow. Shipai West/Tianhe Road and the southwest corner of Fuxing Building have confirmed the construction of two more parking lots, parking space 1 380. In addition, parking lots will be built near the east side of Guanghe Road, the northeast corner of Shipai West Road/Huangpu Avenue and Nanyayuan to alleviate the contradiction of insufficient parking supply in Tianhe area.
Measure 6: Improve traffic information management. Establish a traffic information guidance system in Tianhe area, and release real-time traffic information, so that individual travelers can adjust their travel routes and time and ease the traffic pressure in Tianhe area.
It should be said that the urban road construction in Guangzhou is quite good, especially since 2000, Guangzhou has invested a lot of financial resources in urban road construction, which has greatly improved the traffic congestion. Some experts predict that traffic jams in Guangzhou will not occur in 10 years. But in less than four years, the expert's prediction was untenable. Since the end of last year, the traffic jam problem, which was once greatly alleviated, has reappeared in many sections of Guangzhou, and it is getting worse.
In fact, the improvement of urban roads can't keep up with the development of traffic volume, which is a common phenomenon in cities with rapid economic development. Because the construction of urban roads is limited, but the speed of vehicle growth is infinite. Therefore, hardware upgrade is necessary, but it is not enough to upgrade hardware only.
To solve the traffic contradiction, we must work hard to improve the software, that is, strengthen management and improve the efficiency of road use. Among them, the most important thing is to strengthen the level of traffic management, such as strengthening road monitoring, timely handling illegal acts, and rationally guiding traffic and people flow.
The urban road conditions in Guangzhou are not as good as those in Hong Kong, but the traffic conditions are better than those in Guangzhou, because their traffic management level is higher. Guangzhou has also reached the stage from management to efficiency.
(3) Guangzhou Avenue-Huacheng Avenue intersection improvement project
Overview: The project is located at the intersection of Guangzhou Avenue, Siyou New Road and Huacheng Avenue, and it is one of the 20 "dead ends" and bottlenecks that need to be opened urgently in Guangzhou. The main project consists of a 550m two-way six-lane vehicle main tunnel and supporting footbridges. The total length of the tunnel is 5 13.4 17m, which is a double-hole tunnel with a clear width of 26.3m and a buried depth of about10.00m. The footbridge structure is an arch steel truss-fish-bellied steel structure composite bridge. The project started at 65438 on October 8th this year/KLOC-0, and was completed and opened to traffic on June 28th.
Function: After the project is completed, the north-south straight traffic of Guangzhou Avenue is not restricted by light control, which is of great significance to improve the traffic capacity of Guangzhou Avenue, strengthen the traffic connection between Wuyang New Town and Zhujiang New Town, and relieve the east-west traffic pressure in the old city.
(4) Guangyuan West Elevated Road Reconstruction Project
Overview: The whole line adopts elevated and ground transportation. The main implementation contents of the project are as follows: (1) Demolition of three landing ramps of Guangyuan West Interchange in the former Inner Ring Road and the main landing line of Sanyuanli Interchange in the former new airport; Both ends of the newly-built viaduct are respectively connected with Guangyuan West Interchange of the Inner Ring Road and Sanyuanli Interchange of the new airport. The main body of the viaduct in this project is set in the middle line of the ground road, with four lanes in both directions. Bridge width of standard section 18m, total length of main viaduct 1.400m, with ***7 ramps. The structure is reinforced concrete box girder and steel stoplog door, including 3800t steel structure and 167 pile foundation. The project started on February 23rd, 2003 and was completed on June 28th, 2004. The contract cost is 1, 4 1.86 million yuan.
Function: After the completion of the project, the elevated rapid connection between the inner ring expressway and the airport expressway is realized, the travel time in and out of the new airport and the northbound central area is shortened, the long-term congestion of Guangyuan West Road is improved, and the overall environment is effectively improved. ?
(5) Huangpu Avenue-South China Expressway Interchange Reconstruction Project
Overview: The implementation contents of this project include: (1) west-west ramp bridge; (2) Turn around the ramp bridge from east to east; (3) widening ramp bridge with 3)EA, EB, WA and WB; (4) New N and H ramp bridges; (5) Huangpu footbridge (steel structure); (6) South China Express Pedestrian Overpass (steel structure); (7) newly laid; (8) Huangpu Avenue is paved with asphalt concrete. Ramp bridges are all cast-in-place reinforced concrete box girder structures with 143 piles. The total length of the project is 5.8 kilometers, and the contract price is 42,565,438+10,000 yuan. The project started on February 1 2004 and was completed on June 28, 2004.
Function: After the completion of the project, the problems such as the U-turn of vehicles and the "intestinal obstruction" of traffic at Huangpu Avenue and South China Expressway have been solved, and the surrounding environment such as National Defense Building, Jinan University, Guangzhou Jockey Club, Overseas Chinese Hospital and Cuihu Mountain Villa has been improved.
(6) North Ring Road Reconstruction Project of Guangzhou Bridge (west extension of Linjiang Avenue)
Overview: The main line (Line A) starts from the north gate of Zhujiang Hotel at the intersection of Siyou 1st Road and Siyou South Road in the west, goes along the east side of Yangjiyong, reaches the Pearl River, goes eastbound along the north bank of the Pearl River, goes under Guangzhou Bridge, and meets Linjiang Avenue on the east side of the bridge. The total planned investment is 37.3 million yuan. In 2003, construction started on February 23rd, 65438, civil engineering was completed on June 25th, and it was completed and opened to traffic on the 28th.
Function: After the project is completed, it will relieve the traffic pressure of Wuyang New Town and improve the traffic pressure of Guangzhou Bridge northbound.
Eight, Jiangxi "Tian" highway main frame completed.
The Windsor section of the Beijing-Fuzhou Expressway in Jiangxi Province and the Changjin Expressway in the southwest of the trunk line of the Shanghai-Rui National Highway will be completed at the same time at the end of September.
With the completion and opening of these two expressways, the number of expressways in Jiangxi Province will reach 12, with a total mileage of 142 1 km.

Windsor Expressway: The southern section of the main line of Beijing-Fuzhou National Highway in Jiangxi Province starts from Wenjia Town, Jinxian County, connects with Liwen Expressway, passes Jinxian County, Linchuan District, Nancheng County and lichuan county of Fuzhou City, and ends at Shatangguan at the junction of lichuan county and Fujian, with a total length of 177.364 km, a total investment of 4.733 billion yuan, four lanes in both directions and a driving speed of 80-80.
Changjin Expressway: it is the western section of the trunk line from Shanghai to Ruili in Jiangxi, starting from Fuzhen, the mayor of Zhangshu, passing through Zhangshu City, Yushui District, Fenyi County, Yuanzhou District, luxi county, Anyuan District, Shangli County, xiangdong district, Xinyu, Yichun and Pingxiang, and ending at Jinyushi at the junction of Jiangxi and Hunan in Pingxiang, with a total length of 18. Two-way four lanes, driving speed 100 km/h, subgrade width of 26 meters.
