Provisions of Shaanxi Province on the Administration of Surveying and Mapping Task Registration

Article 1 In order to strengthen the management of surveying and mapping industry, establish a good market order and avoid repeated surveying and mapping, these Provisions are formulated in accordance with the Surveying and Mapping Law of People's Republic of China (PRC) and the actual situation of this province. Article 2 All units engaged in all kinds of surveying and mapping work within the territory of this province and military surveying and mapping units undertaking civil surveying and mapping tasks shall register surveying and mapping tasks with the surveying and mapping management department in accordance with the quota management authority before surveying and mapping. Article 3 Surveying and mapping tasks include: geodesy (including satellite geodesy), aerial photography and remote sensing, topographic survey (underwater topographic survey), engineering survey, cadastral surveying and mapping, and map compilation. Article 4 Surveying and mapping tasks above the following quotas (including quotas) shall be registered with the provincial administrative department of Surveying and mapping:

(1) Geodetic control survey (including satellite positioning survey) that belongs to Grade IV or above according to the national technical standards for surveying and mapping.

(2) Aerial photography of various scales.

(three) topographic survey, according to the surveying scale and surveying area (including the equivalent area of strip topographic map):

Scale 1:65438+ ten thousand, surveying and mapping area 1600 square kilometers or more;

Scale1:50,000, surveying and mapping area over 400 square kilometers;

Scale1:25,000, surveying and mapping area 100 square kilometers or more;

Scale 1: 1 10,000, with a surveying and mapping area of over 25 square kilometers;

Scale 1: 5000, surveying and mapping area of more than 25 square kilometers;

Scale 1: 2000, surveying and mapping area 10 square kilometers or more;

Scale 1: 1000, with a surveying and mapping area of over 5 square kilometers;

Scale 1: 500, surveying and mapping area 1.5 square kilometers or more.

(4) Control survey and topographic mapping in engineering survey.

If the control survey meets the fourth-class geodetic control survey standard, it shall be registered in accordance with the provisions of item (1); The use of topographic maps for surveying and mapping shall be registered in accordance with the provisions of item (3) of this article.

(five) cadastral surveying and mapping:

Scale 1: 1 10,000, with a surveying and mapping area of over 25 square kilometers;

Scale 1: 5000, surveying and mapping area of more than 25 square kilometers;

Scale 1: 2000, with a surveying and mapping area of over 4 square kilometers;

Scale 1: 1000, with a surveying and mapping area of over 2 square kilometers;

Scale 1: 500, surveying and mapping area 1 square kilometer or more;

(6) Various foreign-related surveying and mapping.

(7) Compile maps with 1:25000 (including 1:25000) and above 1 classification or smaller internal scale. Fifth surveying and mapping tasks within the following limits shall be registered in the local (city) surveying and mapping management department; After the approval and registration, to the provincial surveying and mapping management department for the record:

(1) topographic mapping in topographic survey and engineering survey;

The scale is 1: 5000, and the surveying and mapping area is within 5 to 25 square kilometers;

The scale is 1: 2000, and the surveying and mapping area is within 1 to 10 square kilometers;

The scale is 1: 1000, and the surveying and mapping area is within 0.5 to 5 square kilometers;

The scale is 1: 500, and the surveying and mapping area is within 0. 1 to 1.5 square kilometers;

(2) Cadastral mapping:

The scale is 1: 5000, and the surveying and mapping area is within 5 to 25 square kilometers;

The scale is 1: 2000, and the surveying and mapping area is within 1 to 4 square kilometers;

The scale is 1: 1000, and the surveying and mapping area is within 0.5 to 2 square kilometers;

The scale is 1: 500, and the surveying and mapping area is within 0. 1 to 1 km2;

(3) Compilation of topographic map:

Scale 1: 1000, surveying and mapping area 100 square kilometers or more;

The scale is 1: 5000, and the surveying and mapping area is over 25 square kilometers.

Surveying and mapping tasks below the above minimum limit shall not be registered. Article 6 Measures for registration:

(a) included in the national and provincial basic surveying and mapping planning, professional surveying and mapping planning of surveying and mapping tasks, surveying and mapping units should be in the survey before the annual surveying and mapping plan together with the original plan submitted to the provincial surveying and mapping management department, no further registration;

(two) the surveying and mapping tasks outside the above planning, surveying and mapping units should be registered with the provincial or municipal surveying and mapping management department according to the surveying and mapping task registration management authority before the survey;

(three) to carry out surveying and mapping tasks within the administrative area of our province, and the units undertaking surveying and mapping tasks shall register with the surveying and mapping management department of our province;

(four) the surveying and mapping tasks jointly undertaken by two or more surveying and mapping units shall be registered by the supervisor or the unit to undertake the surveying and mapping tasks;

(five) due to special reasons can not be registered before surveying and mapping, surveying and mapping units should apply to the competent surveying and mapping management department for the record, after approval, depending on the situation, the registration can be suspended. Article 7 The registration of survey units shall be handled in accordance with the following procedures:

Submit the "Surveying and Mapping Qualification Certificate" issued by the price and finance department and the license for administrative fees, as well as the surveying and mapping task documents or surveying and mapping task contracts, agreements or power of attorney issued by the higher authorities;

Fill in the registration form of surveying and mapping tasks;

Notice of Examination and Approval of Surveying and Mapping Task Registration in Shaanxi Province issued by the Surveying and Mapping Task Registration Department. Eighth in any of the following circumstances, the administrative department of Surveying and mapping shall not be registered:

(a) no qualification certificate for surveying and mapping or beyond the business scope approved by the qualification certificate;

(two) do not have the statutory charging procedures;

(three) the cost of surveying and mapping exceeds the charging standard stipulated by the state or is lower than the cost price;

(four) recent surveying and mapping results with the same accuracy.
