Measures of Xizang Autonomous Region Municipality on the Administration of Surveying and Mapping Task Registration

Article 1 In order to strengthen the management of surveying and mapping industry, improve the supervision and management of surveying and mapping market, maintain the order of surveying and mapping market, and improve the social and economic benefits of surveying and mapping work, these measures are formulated in accordance with the Surveying and Mapping Law of People's Republic of China (PRC) and the Measures for the Implementation of the Surveying and Mapping Law of People's Republic of China (PRC) in Xizang Autonomous Region, combined with the actual situation in our region. Article 2 Units undertaking surveying and mapping tasks within their respective administrative areas and military surveying and mapping units undertaking civil surveying and mapping tasks shall, before conducting surveying and mapping, go through the registration procedures of surveying and mapping tasks with the prescribed administrative departments in charge of surveying and mapping according to the limits and management authority. Article 3 Surveying and mapping tasks mentioned in these Provisions include: geodesy (including satellite geodesy), aerial photogrammetry and remote sensing survey, engineering survey, topographic survey (underwater topographic survey), cadastral and real estate survey, map compilation and printing. Article 4 The following surveying and mapping tasks shall be registered with the administrative department of surveying and mapping in the autonomous region:

(1) National fourth-class geodetic survey (including satellite positioning survey), gravity survey and astronomical survey;

(2) Aerial photography and remote sensing mapping at various scales;

(three) the following limits of topographic survey, engineering survey, cadastral and real estate surveying and mapping tasks:

(four) the plane and elevation control survey within the corresponding scope of the above topographic survey, engineering survey, cadastral and real estate surveying and mapping;

(five) the preparation, publication and printing of various state secret maps, internal maps below the ground (city) and public maps, and the production of maps and schematic diagrams hanging in public places with national boundaries and administrative boundaries of autonomous regions;

(six) surveying and mapping projects and foreign-related surveying and mapping projects in key construction projects of the state and the autonomous region;

(7) Surveying and mapping tasks undertaken by surveying and mapping units from other provinces, autonomous regions and municipalities directly under the Central Government in our region;

(8) Surveying and mapping tasks across cities;

(9) Surveying and mapping of administrative boundaries at or above the county level;

(10) 10km above line survey. Article 5 The following surveying and mapping tasks shall be registered with the local (city) administrative department of surveying and mapping and filed with the administrative department of surveying and mapping of the autonomous region.

(2) Plane and elevation control survey within the corresponding scope of the above topographic survey, engineering, cadastre and real estate mapping;

(three) the preparation, publication and printing of various state secret maps, internal maps and county-level public maps, as well as the production of maps and schematic diagrams hanging in public places;

(four) Surveying and mapping the administrative boundaries below the county (city, district);

(five) all kinds of surveying and mapping tasks across counties (cities, districts).

Land (city) has not yet set up a surveying and mapping management institution, and the registration of surveying and mapping tasks shall be directly handled by the administrative department of surveying and mapping of the autonomous region. Article 6 Surveying and mapping tasks below the minimum amount stipulated in Article 5 of these Measures shall not be registered. Article 7 For the surveying and mapping tasks assigned by the state plan and mandatory surveying and mapping tasks assigned by the professional competent department of the autonomous region, the unit undertaking the surveying and mapping tasks shall send a copy of the annual surveying and mapping planning tasks assigned by the competent department to the administrative department of surveying and mapping of the autonomous region before the survey, and will no longer go through the registration procedures for surveying and mapping tasks, and the administrative department of surveying and mapping of the autonomous region shall notify the administrative department of surveying and mapping where the surveying and mapping tasks are located (city) not to go through the registration procedures. Article 8 A surveying and mapping unit applying for the registration of surveying and mapping tasks shall submit the following materials to the surveying and mapping task registration department:

(1) An application form for registration of surveying and mapping tasks;

(2) To register the tasks of aerial photography and mapping, printing and publishing, an application schedule for aerial photography and an application form for mapping, printing and publishing shall be submitted;

(three) Surveying and mapping institutions engaged in surveying and mapping tasks shall submit the "Surveying and mapping qualification certificate" and "license fee"; The enterprise surveying and mapping unit shall submit the surveying and mapping registration certificate and business license.

The surveying and mapping task registration department shall make a decision on whether to approve or disapprove the registration within 10 days from the date of receiving the application for registration of surveying and mapping tasks. If registration is granted, a registration certificate for surveying and mapping tasks shall be issued; If it is not registered, it shall explain the reasons to the applicant for surveying and mapping tasks. Ninth in any of the following circumstances, the surveying and mapping task registration department shall not register:

(a) no "Surveying and mapping qualification certificate" or beyond the scope of business approved by the qualification certificate;

(two) do not have the statutory charging procedures;

(three) the cost of surveying and mapping exceeds the charging standard stipulated by the state or is lower than the cost price;

(4) Surveying and mapping results with almost the same accuracy;

(five) surveying and mapping contract does not use the "Surveying and mapping contract text";

(six) should be open tender and not open tender.
