After that, he dredged the old waterway and set up a sluice gate to store water, which became the place where ships coming and going for water transportation docked.
Luanhe River originated in Fengning Manchu Autonomous County, Hebei Province, with a total length of nearly 9 kilometers. After flowing northward into Inner Mongolia, it turned back to Hebei, and finally flowed into the Bohai Sea at Nandou Net Shop in Laoting County.
The Luanhe Railway Bridge was designed and supervised by Zhan Tianyou, the "father of Chinese railways", and it is also the first railway bridge in Chinese history.

Later, after careful investigation and careful design, Zhan Tianyou relocated the site and built the pier by using the ballast caisson method, and finally the bridge was able to cross the Luanhe River.
