What is the foreground and background in photography?

According to an example, there is a table with flowers and fruits on it. The flowers are in front of the fruit. If you mainly show fruits and flowers are just a little embellishment, then flowers will become the foreground. If you mainly show flowers and fruit is the foil, which may highlight the delicate and charming flowers in color, then fruit becomes the background.
