Internal structure of Huaihua Planning Bureau

According to the above responsibilities, the Municipal Planning Bureau has 9 internal organs:

(1) office

Responsible for the organization and coordination, news processing, supervision, comprehensive research, government information, publicity and other government work; Formulating administrative normative documents related to examination and approval; Responsible for secretarial, confidentiality, archives and other daily work; Responsible for handling the suggestions of NPC deputies and CPPCC members; Responsible for the comprehensive management of social security, patriotic health, administrative logistics and conference organization; Responsible for the management of administrative official seal, special seal for business approval and other seals; Assist in the management of office automation system of bureau organs.

(2) Planning Management Section 1

Responsible for the preliminary examination of the planning and architectural design scheme and the planning administrative license of the construction projects in the city planning area and the Tiebei Group at the city level.

(3) Planning and Management Group 2

Responsible for the preliminary examination of the planning and architectural design scheme and the planning administrative license of the internal construction projects of Yingfeng Group in the city planning area at the city level;

(4) Planning and Management Group III

Responsible for the preliminary examination of the planning and architectural design scheme and the planning administrative license of the construction projects within the scope of Hutian and Yangcun groups in the city planning area at the city level; Responsible for the site selection of construction projects within the jurisdiction, issue the "Opinions on Site Selection of Construction Projects", put forward the planning and design conditions of construction projects, and draw up the main points of planning and design of construction projects; Responsible for the examination and approval of the planning permission of construction land in this area, and issue the notice of setting-out and positioning of construction land; Responsible for the examination and approval of the planning permission of the construction project within its jurisdiction, and issue the notice of setting-out and positioning of the construction project; Responsible for the calculation and audit of supporting fees for infrastructure projects in the jurisdiction; Participate in the setting-out and inspection of construction projects within the jurisdiction; Responsible for the technical appraisal of illegal construction within the jurisdiction, and assist the planning and supervision brigade of the jurisdiction to carry out post-approval management; Responsible for the planning and approval of temporary construction land and temporary construction projects within the jurisdiction; Organizing the planning, completion and acceptance of construction projects under its jurisdiction; Responsible for accepting the relevant planning approval for the assignment, transfer and change of the nature of construction land within the jurisdiction; Participate in feasibility demonstration of construction projects, planning and design scheme of construction projects and preliminary design review of construction projects; Participate in land grading assessment, clearing and inventory; Participate in illegal land occupation and building inventory verification; Participate in the mediation of contradictions and disputes in construction projects and the handling of letters and visits.

(5) Chief Engineer's Office

To study and formulate technical documents such as technical standards and regulations for planning management, and organize research and analysis on macro-issues of urban and rural development and technical issues of urban and rural planning management; Responsible for planning and arranging annual planning, design and survey tasks; Responsible for organizing the preparation (revision), review and approval of the overall planning, detailed planning and professional planning of the city at the corresponding level; Responsible for the organization and examination and approval of the urban system and the planning of scenic spots; Responsible for the planning and coordination of national, provincial and municipal key projects; Responsible for guiding and reviewing the planning of Zhijiang Town, Luojiu Town, Gongping Town, Zhongfang Town, Pailou Town and Mutong Town in the "One Body and Two Wings"; Responsible for the qualification examination and management of the city's planning and design units, and undertake the registration and registration approval of foreign planning and design units; Responsible for issuing "one book and two certificates" for planning administrative license, and sorting out all kinds of technical materials for planning approval; Undertake the daily work of the Office of the Municipal Planning Commission, and be responsible for organizing the technical review of planning and the review meeting of the Planning Commission.

(6) Township Planning Group

Responsible for the preliminary examination and approval of the overall planning of cities, villages and market towns, the overall planning of towns and townships, and the village planning of counties (cities, districts) in the city; Responsible for the planning management, planning implementation and planning law enforcement guidance and supervision of Zhongfang Town, Pailou Town, Mutong Town in the south-central wing of "One Body and Two Wings" and Zhijiang Town, Luojiu Town and Gongping Town in the west wing; To guide and supervise the compilation (revision) of county (city, district) town planning and the implementation of town planning; Responsible for the organization and declaration of famous historical and cultural cities, towns and villages in the city; Responsible for the planning and guidance of the construction of small towns in the city; Responsible for the city's counties (cities, districts) planning and management personnel business guidance and technical training; Responsible for the daily work of the city's urban planning statistics and small town construction leading group office, responsible for the preparation and distribution management of the city's small town construction fund use plan; Responsible for the examination and approval of residential planning of villagers at the city level and the issuance of rural construction planning permits.

(7) part of laws and regulations

Responsible for the publicity and legal education of urban and rural planning laws, regulations and rules; Responsible for the management of normative documents, formulate law enforcement inspection plans and organize their implementation; Responsible for accepting reports and accusations of violations of urban and rural planning laws and regulations; Responsible for reviewing the decision on administrative punishment of planning; To undertake legal work such as litigation of administrative litigation cases involving this bureau; Responsible for the publicity of construction project planning permission; Responsible for organizing the mediation and handling of contradictions and disputes in construction projects, as well as the reception and handling of letters and visits; Participate in the setting-out, line inspection, post-approval management and planning completion acceptance of construction projects; Responsible for the collection, sorting and filing of law enforcement documents, files and other materials.

(viii) Personnel Section

Responsible for the organization, personnel and labor work of the bureau organs and directly affiliated units; Responsible for staff assessment, education and training, management of retirees, family planning and women's work; To assist the leading party group in Party building, political thought, publicity and education, and spiritual civilization construction; To undertake the evaluation and engagement of professional and technical personnel and the transfer of personnel.

(9) Finance Section

Responsible for the financial and controlled procurement declaration of the bureau and the verification of fixed assets; Responsible for the supervision and inspection of the use of funds for the construction of small towns in the city; Responsible for centralized accounting and internal audit supervision of financial revenue and expenditure of directly affiliated units.

Discipline inspection (supervision) institutions shall be set up in accordance with relevant regulations.
