On the basis of successfully holding the first Shanghai International Friendship City TV Festival, Shanghai Radio and Television Bureau decided to expand the participating countries to the whole world. The Magnolia Award is named after the city flower "Magnolia", which symbolizes the purity, justice and artistic supremacy of the award. This is the first international TV program award in China. Producers from 25 countries and regions around the world sent 130 programs to compete for the best feature film, best documentary, best actor and best actress. At the same time, the first international TV program trading market in China has also started, with film and television producers, broadcasters and distributors from more than a dozen countries and regions as well as China provinces and cities participating in the trading. Nearly 500 TV programs (3,000 hours) were circulated as commodities in China for the first time. The program market not only creates a good opportunity for TV stations in various provinces and cities in China to introduce excellent foreign TV programs, but also opens a channel for China TV programs to go global. Since then, China has ended the history of no international TV program trading market.

The "Magnolia Award" international TV program selection is the earliest international award-winning activity in China. From formulating strict selection rules, soliciting programs, organizing primary selection groups, looking for initial evaluation members and inviting final evaluation members to judging each program fairly and seriously, a complete and scientific organization method has been formed, which has been well received by program sending companies, judges and the press.
