LED highlight is equivalent to flash. There is no obvious difference between using and not using when the light is good, because the exposure parameters will be adjusted automatically. Only in the case of insufficient light, the effect will be different with or without use.

The setting of fill light is very necessary in some occasions, and the ordinary PSAM manual mode digital camera also has this function.

Simply put, it is used to manually intervene in camera (mobile phone) exposure. Because the camera (mobile phone) doesn't know whether the actual situation of the outside world is bright or dark, it always regards the outside world as gray (professional saying is: 18% gray).

For example, shooting a snow scene is actually white. If you need to tell the camera that the outside is much whiter than expected, you can turn the fill light to+1 to +2. If you shoot something dark or black, you need to tell the camera that the outside is darker than expected, and you should set the fill light to -0.5,-1.0 and so on.
