Why does photography attract so little?

Because photography is generally an art major, so the general art candidates are more liberal arts students, you know, so the general colleges and universities are more inclined to recruit liberal arts students, but there is no limit. Be sure to have a good look before entering the exam. I study photography, and the situation in some schools is somewhat different from that described. Don't make a hasty decision. If conditions permit, I suggest going to the school to learn about it on the spot, hoping to adopt it.
