Why does Canon's 60D night camera have to wait a long time to press the shutter?

There are two states when shooting any scenery. One is that there is more time, so you can shoot slowly. The other is to shoot in a hurry and leave. Do things in a hurry I believe you are often forced. Ok, the different methods are:

First, take slow shooting seriously: first turn off the "long exposure noise reduction" function in the camera menu, and never turn it on again. Then find a suitable location and install the camera on a tripod. The aperture priority is F 1 1, and the exposure compensation is-1 (minus one level, not one grid, but three grids). Use the self-timer function for two seconds. It takes about 4 to 8 seconds to shoot a city street view and 30 seconds to shoot a country night view. It doesn't matter. Look at the screen after shooting. If you feel bright, you will continue to reduce the "exposure compensation". If you feel dark, you will reset the exposure compensation to zero. This requires the experience of shooting many times in the same place to make a good film.

The second is to catch up, that is, shoot with a camera without a tripod. There is only one way: use TV exposure mode (shutter priority), the shutter is set to 1/60 seconds, and ISO is set to automatic. Aperture doesn't matter. You can definitely shoot night scenes like this, but if you look inside the computer, it is estimated that there is too much noise for you, because ISO automatically rises to 6400 or even higher. In an emergency, this is the only way. Never use Av mode. If you do that, the shutter speed will be so slow that you can't hold the camera stably and all the lenses will be blurred (out of focus). Better not shoot.
