Give full play to the role of village committees, militia, women's federations, youth leagues and other mass autonomous organizations, form a new democratic management system under the leadership of the village party branch, form a strong joint force, and do a good job in ideological and political work for farmers. Fourth, the establishment of a sound system is to promote rural civilization, build a new degree of socialism and solve security problems. In the process of rural areas, we should base ourselves on the long-term, formulate the planning and implementation steps of each stage, sum up the advanced experience of various places in time, constantly improve the routine procedures of rural spiritual civilization construction, and formulate a relatively complete index system, so as to make the rural spiritual civilization construction work rule-based and evidence-based, and gradually realize the scientific, institutionalized and standardized rural spiritual civilization construction.

(2) To strengthen the construction of spiritual civilization and promote the construction of rural civilization, we must adhere to the five combinations.

1. Combined with the Party's advanced education in rural areas. Party member in party constitution? Carry forward the new socialist fashion and advocate socialist morality? Article 8 of peace affairs.

Therefore, to strengthen the construction of rural civilization, we should combine it with the long-term advanced education activities in rural areas, give full play to party member's leading role in obeying the law, and advocate stressing civilization and changing the atmosphere.

Changing customs and doing a good job in the ideological and political work of the masses will help solve the positive role of rural contradictions and disputes, influence and guide farmers to improve their quality, resist and get rid of the influence of ignorant and backward concepts and stereotypes such as feudal superstition, make patriotism, collectivism, socialist ideology and healthy, civilized and progressive fashion occupy rural positions, gradually establish a healthy and civilized lifestyle and positive life interest, promote the pace of rural civilization construction, and maintain the prosperity and stability of rural society.

2. Combined with the socialist concept of honor and disgrace education activities. The socialist concept of honor and disgrace with eight honors and eight disgraces as its main content, based on the ideological height and common interests of the people, reflects the essential requirements of socialist ideological and moral norms, social customs, patriotism, collectivism and socialist thought, and is a concentrated expression of socialist moral outlook in the new period. Therefore, to carry forward the rural civilization, we must combine it with the extensive education of establishing the socialist concept of honor and disgrace, thus forming a strong social atmosphere, making the socialist concept of honor and disgrace deeply rooted in the hearts of the people, helping the peasants understand the boundaries between right and wrong, beauty and ugliness, and good and evil, and consciously regulating their words and deeds with the socialist concept of honor and disgrace.
