Do everything possible to raise construction funds, do everything possible to do a good job of villagers' relocation, living and working in peace and contentment, and the key step is to clarify the way out of this project among various things: how to transfer and appreciate the future land?

On the basis of previous investigation, Jintan Municipal Bureau of Land and Resources, together with the Agriculture and Industry Office of the Municipal Party Committee and Qian Zhi Town Government, formulated a scheme for the transfer of land contractual management rights. After repeated argumentation and soliciting opinions, three basic principles to ensure the scientific feasibility of the scheme are jointly determined: the principles of legality, voluntariness and compensation; Principles of standardization, orderliness and centralization; People-oriented, the principle of safeguarding the interests of farmers. In the specific operation, Jintan City has drawn up two ways of land transfer: "transfer" and "subcontracting". First of all, farmers apply to the village Committee for entrusted circulation, and the village Committee promises to honor the benefits of farmers' guaranteed circulation, and the two sides sign an entrusted circulation agreement; Secondly, the village committee publishes the information of land contracting, negotiates with interested contractors, and both parties sign a transfer contract. The income from land transfer is fully transferred by the village committee to the entrusted farmers, and the village committee provides free services without charging any service fees. This will help the village group to guide and manage the scale operation of land, reduce the intermediate links of land circulation, shorten labor time, accelerate the pace of structural adjustment and promote the development of efficient agriculture.
