Regulations of Wuhan Municipality on Surveying and Mapping Administration

Chapter I General Provisions Article 1 In order to standardize the administration of surveying and mapping, promote the development of surveying and mapping, and ensure that surveying and mapping serves economic construction, national defense construction, urban and rural construction and social development, these Regulations are formulated in accordance with the Surveying and Mapping Law of People's Republic of China (PRC), the Regulations on Surveying and Mapping Administration of Hubei Province and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to surveying and mapping activities and their management within the administrative area of this Municipality. Article 3 The municipal and district people's governments shall strengthen their leadership in surveying and mapping, and incorporate surveying and mapping into the national economic and social development plan.

Basic surveying and mapping, emergency surveying and mapping and other public welfare surveying and mapping, the required funds included in the fiscal budget at the corresponding level. Article 4 The municipal competent department of surveying and mapping shall be responsible for the unified supervision and management of surveying and mapping work within the administrative area of this Municipality.

The competent department of Surveying and mapping in the district shall be responsible for the administration of Surveying and mapping within its administrative area in accordance with the division of responsibilities. Fifth urban and rural construction, housing security and housing management, water affairs and other departments in accordance with the division of responsibilities, responsible for the Department of Surveying and mapping work, and accept the guidance and supervision of the competent department of Surveying and mapping.

Development and reform, transportation, finance, industry and commerce administration, price, public security, national security, press and publication, quality supervision, urban management, agriculture, forestry, civil defense and other relevant departments are responsible for surveying and mapping management according to their respective responsibilities. Sixth to encourage scientific and technological innovation in surveying and mapping, to encourage the use of advanced technology and equipment, to improve the level of surveying and mapping technology. Units and individuals that have made important contributions to the progress of surveying and mapping science and technology shall be rewarded in accordance with the relevant provisions of the state, province and this Municipality. Seventh engaged in surveying and mapping activities should abide by the provisions of laws and regulations on confidentiality, and take necessary security measures to ensure the safety of surveying and mapping results. Eighth overseas organizations or individuals engaged in surveying and mapping activities in this city shall abide by the relevant provisions of the state, and the competent department of surveying and mapping shall conduct supervision and inspection. Chapter II Standards and Norms of Surveying and Mapping Article 9 Whoever engages in surveying and mapping activities in this Municipality shall adopt the unified national plane coordinate system and elevation datum, and implement the national and provincial surveying and mapping technical standards and norms and the supplementary surveying and mapping technical norms of this Municipality.

Because of construction, urban planning and scientific research, it is really necessary to establish a relatively independent plane coordinate system, which should be connected with the national unified coordinate system, and be submitted to the provincial competent department of Surveying and mapping or the competent department of Surveying and mapping in the State Council for approval according to law.

The municipal competent department of surveying and mapping and relevant departments may, according to the needs of the development of surveying and mapping, supplement and formulate local technical specifications for surveying and mapping according to law. Tenth basic topographic maps of this Municipality shall be surveyed, and the scale series and framing standards of the basic topographic maps of this Municipality shall be implemented. Article 11 The municipal competent department of surveying and mapping shall organize the establishment of a unified basic geographic spatial framework of this Municipality, manage the geographic information data of this administrative region, formulate basic geographic information data standards, be responsible for organizing the collection, processing, release and provision of basic geographic information data, improve the exchange mechanism, and promote the sharing of geographic information resources. Twelfth government departments or financial investment to establish related professional information systems involving geographic information should be based on the basic geospatial framework of this Municipality.

The establishment of geographic information systems or other information systems related to geographic information systems shall adopt the unified basic geographic information data of this Municipality. Thirteenth important geographical information data such as the location, elevation, depth, area and length of important natural and human geographical entities within the administrative area of this Municipality shall be approved or authorized by the statutory examination and approval authority, and it is forbidden for any unit or individual to publish them without authorization. Chapter III Management of Surveying and Mapping Activities Article 14 Basic surveying and mapping in this Municipality includes:

(a) to establish a unified surveying and mapping benchmark and surveying and mapping system in this Municipality;

(two) the establishment, update and maintenance of urban basic geographic information system;

(three) the measurement and update of basic scale topographic maps, image maps and digital products;

(four) the collection of basic aerial photography and basic remote sensing data within the administrative area of this Municipality;

(5) General survey and comprehensive survey of underground pipelines;

(six) other basic surveying and mapping matters determined by the competent department of Surveying and mapping in the State Council, the competent department of Surveying and mapping in the province and the Municipal People's government. Article 15 The municipal competent department of surveying and mapping shall, jointly with the relevant departments of the Municipal People's Government, organize the preparation of the city's basic surveying and mapping plans and annual plans, and organize their implementation after being approved by the Municipal People's Government and submitted to the provincial competent department of surveying and mapping for the record.

The competent departments of surveying and mapping in Caidian, Jiangxia, Dongxihu, Hannan, Huangpi and Xinzhou District shall, jointly with the relevant departments of the District People's Government, organize the preparation of the basic surveying and mapping plans and annual plans in this district according to the municipal basic surveying and mapping plans and annual plans, and organize their implementation after being reported to the District People's Government for approval and the municipal competent department of surveying and mapping for the record. Sixteenth relevant departments of the Municipal People's Government shall, in conjunction with the municipal competent department of Surveying and mapping, prepare professional surveying and mapping plans in accordance with the division of responsibilities, and connect with the basic surveying and mapping plans. Seventeenth the implementation of basic surveying and mapping results regularly updated system. The renewal period of basic surveying and mapping results shall be put forward by the municipal competent department of surveying and mapping according to the needs of national economic and social development, the level of surveying and mapping technology, the production capacity of surveying and mapping, the change of basic geographic information and other factors, and shall be implemented after being reported to the Municipal People's government for approval.

The plane control network and elevation control network uniformly arranged in the whole city shall be re-measured and reconstructed according to the regulations.

1∶500 topographic map shall be updated at least once every three years; The topographic map with the scale of 1∶2000 shall be updated at least once every five years; For other scale topographic maps, the current data should be supplemented in time as needed, and a reasonable updating period should be determined.

The basic geographic information system and the basic surveying and mapping achievements urgently needed by economic construction, social development, urban planning and construction and major projects should be updated in time.
