Your Bureau's Report on Applying for Approving the Fees for the Photographer's Preparatory Qualification Examination jointly organized by China Photographers Association and the Ministry of Labor and Social Security (No.020 [20065438+0]) has been received. After study, we hereby notify the charging standards and related matters of the National Young Photographers Preparatory Qualification Level Examination as follows:

First, the national photographer preparatory qualification examination is divided into four grades, and each grade examination includes three parts: technical knowledge, skill test and photographic works. The examination fees for each level are as follows:

(1) Level I Examination 150 yuan. Among them, technical knowledge test 40 yuan, photography test 40 yuan, skills test 70 yuan;

(2) > 200 yuan. Among them, the technical knowledge was tested in 40 yuan, the photographic works were tested in 60 yuan, and the skill test was 100 yuan;

(III) 250 yuan for Level 3 Examination. Among them, technical knowledge was tested in 40 yuan, photographic works were tested in 80 yuan, and skills were tested 130 yuan;

(4) Level 4 320 yuan. Among them, 40 yuan was tested for technical knowledge, 1 10 yuan for photographic works and 170 yuan for skills.

2. 40% of the examination fee income shall be turned over to the National Young Photographers Preparatory Grade Examination Committee for examination proposition, paper printing, certificate production, mailing, textbook compilation, travel expenses, labor expenses and other expenses; 60% is used by the test centers of provinces, autonomous regions and municipalities directly under the Central Government for the expenses of venue rental, invigilation, marking, filing and skill testing, as well as the labor costs of staff.

Three, the charging unit shall apply for the "license fee" to the designated price department in accordance with the relevant provisions, and use the administrative fee bills uniformly printed by the Ministry of Finance and the financial departments of provinces, autonomous regions and municipalities directly under the central government according to the financial affiliation.

Four, examination fee income belongs to financial funds, in accordance with the provisions of the "the State Council on strengthening the management of extrabudgetary funds" (Guo Fa [1996] No.29), into the special account of extrabudgetary funds, the implementation of "two lines of revenue and expenditure" management. That is, according to the financial subordination, the income will be paid into the special accounts of extra-budgetary funds of the central government and provinces, autonomous regions and municipalities directly under the Central Government, and the expenditure will be used by the relevant departments according to the budget approved by the financial department and the allocated funds.

Five, the collection unit shall strictly implement the above provisions, and publish the charging standards in a prominent position in the charging place, and shall not expand the charging scope and raise the charging standards without authorization. At the same time, it is necessary to strengthen the financial management and accounting of fee income, use fee funds according to the prescribed purposes, and consciously accept the supervision and inspection of the price and financial departments.
