Select an ellipse with the selection tool, press and hold shift to pull out a circle, then right-click in the selection and select Reverse Delete to delete the outside, and then move the cut circular photo to the background photo. In the Layers panel, double-click the last item of the circular photo option and select the corresponding color to draw.
