Provisions of People's Republic of China (PRC) and People's Republic of China (PRC) Customs on the Administration of Carrying and Mailing Import and Export Articles by Overseas Chinese, Hong Kong and Macao Students Returning from Studying in the Mainland Article 1 When overseas Chinese, Hong Kong and Macao students who have returned to China and studied in the Mainland for more than 1 year enter the country, the customs at the place of entry shall issue the Registration Manual for Students Returning to China or Studying in the Mainland with Important Articles (hereinafter referred to as the Manual) on the basis of the school admission notice or the certificate of the overseas Chinese affairs department. Article 2 Students can bring watches, cameras, 8 mm video cameras, refrigerators, washing machines, electric fans, single tape recorders, portable tape recorders, players, typewriters, calculators, televisions and bicycles and other articles for their own use free of charge. Key items released duty-free shall be registered in the manual. Article 3 If students carry other articles that are not included in the key management, which are really for their own use and the quantity is reasonable, they shall be allowed to be taxed and released after being examined and approved by the customs. However, cars, video recorders, cameras and stereos are not allowed to be imported. Article 4 General articles for study and daily use carried by students shall be released duty-free within a reasonable amount for their own use. Article 5 Baggage and articles carried by students who go home to visit relatives in winter and summer vacations shall be handled in accordance with the Customs Provisions on Baggage and Articles for Returned Overseas Chinese and the Customs Provisions on Baggage and Articles for Passengers Travelling to and from Hong Kong and Macao respectively.

When leaving the country, it is necessary to bring back the key articles that have been released duty-free by the customs, and it shall be declared when leaving the country. The customs shall endorse the manual and check the duty-free release. Article 6 The postal parcels received and sent by students during their school days shall be handled in accordance with the Measures of the Customs on the Supervision of Import and Export Postal Articles and the Measures of the Customs on the Supervision of Personal Postal Articles sent from or to Hong Kong and Macao respectively. Article 7 When leaving the country after graduation, carry-on luggage and articles shall be released within a reasonable amount. Article 8 These Provisions shall apply to students in Taiwan Province Province and overseas Chinese students. Article 9 These Provisions shall come into force as of August 20th, 1984.
