The National Basic Geographic Information Center (also known as the National Surveying and Mapping Archives, hereinafter referred to as the Center) is a public institution directly under the National Surveying and Mapping Geographic Information Bureau. Focusing on the goal of building the geospatial basic framework of digital China, the center is mainly engaged in the collection and processing of national basic geographic information data, database construction and maintenance, distribution and service, application and development, and the planning, design and implementation of major surveying and mapping projects. It has the functions of building and maintaining national map database, remote sensing image database, geodetic database, thematic database and surveying and mapping archives, and building and operating eight business operation systems, including map database management system, geodetic database management system, national remote sensing basic geographic information distribution service system and business information system. At present, the center basically forms or has the functions of providing basic geographic information services to the society, integrated management of national basic surveying and mapping achievements, design and implementation of national spatial data infrastructure projects, and entering the main node of the national information superhighway network. It is a national team representing the national level in basic geographic information engineering construction, technical research and application development. It has realized the transformation of traditional analog surveying and mapping technology with satellite positioning system, remote sensing, geographic information system and network communication as the main body, and is developing towards information surveying and mapping system.

Surveying and mapping information service is the basic responsibility of governments at all levels. According to the different regional scope, it is mainly divided into world atlas, national atlas, provincial (autonomous region, municipality directly under the central government) atlas, city (prefecture, league) atlas, county (city, flag) atlas or wall chart, etc. Each local atlas covers comprehensive information such as nature, history, economy, agriculture and geography within the region.

2. National Geographic Information Public Service Platform

(1) According to the special requirements of geographic information carriers such as social and economic information linking, online browsing, labeling and positioning, on the basis of existing basic geographic information data products, products are made with the important characteristics of geographic entity-oriented and hierarchical refinement, which can meet the needs of e-government, information security assessment and monitoring, economic and social information statistics and analysis, new rural construction, land and resources investigation and management, main functional area planning, environmental protection monitoring, and emergency. It mainly includes five extensible basic data types, such as geographic entity, place name address, map, image and elevation, and extensible thematic data types that can meet the personalized needs of geographic information public service platforms at all levels in China.

(2) Build a software and hardware environment such as WAN access, data storage and backup, and security, and build a networked operating environment based on e-government intranet and extranet, so as to realize the interconnection, information sharing and collaborative service of national, provincial and municipal (county) platforms, and vertically realize the interconnection of national 1 national node, 3 1 provincial node and 333 municipal nodes.

It provides basic service functions such as 2D map, 3D map, spatial data, geocoding and data application analysis, and corresponding series of standard service interfaces.
