First, pay attention to study and propaganda, do a good job in implementation, and there are new instructions for the service management of veteran cadres.

First, attach great importance to it. To study, publicize and implement the "Opinions on Further Strengthening and Improving the Work of Retired Cadres" (No.3 of the Central Office) of the CPC Central Committee and the State Council as the primary task at present. The second is to study hard. Print and distribute the "Opinions" study and publicity materials, and study the "Opinions" and "The Head of the Central Organization Department answers reporters' questions" through centralized study, retreat discussion and special training. On the 20th of each month, the regular meeting of veteran cadres will be used to organize study. In late May, a special training course was held to organize veteran cadres' staff, liaison officers and party branch secretaries to study and discuss in depth. The third is to vigorously publicize. After the mobilization meeting was held in late May, a total of 6 special study meetings and training courses, 2 symposiums and seminars, and 2 lectures on party classes were held, and more than 200 veteran cadres participated. More than 30 people were sent to the old cadre school. At the same time, we will go deep into the grassroots party branches of veteran cadres to carry out research and guidance activities, and conduct special training for party branch secretaries of veteran cadres to ensure full coverage of veteran cadres in party member. Through a series of various forms of study and publicity activities, the thoughts and actions of retired cadres and all veteran cadres are truly unified with the spirit of the central government and the decision-making arrangements of the county party Committee and the government.

3. Normalization of activity guidance. Further implement the system of reading articles, attending important meetings and activities, reporting the situation and visiting and studying for veteran cadres. 4. Commemorative activities. Actively organize veteran cadres to carry out a series of activities to commemorate the 95th anniversary of the founding of China and the 80th anniversary of the victory of the Long March. In April, preparations were made to hold a cultural performance for veteran cadres, and the excellent program "Ten Send to the Red Army" was carefully prepared to participate in the city's cultural performance in early May; The Union County Commission for Work of Customs and Excise organized veteran comrades to carry out voluntary publicity activities around the theme of "the 95th anniversary of the founding of the Party and the 80th anniversary of the victory of the Long March"; On July 1 day, a cultural performance of veteran cadres was held to commemorate the 95th anniversary of the founding of the Party. At the beginning of July, an exhibition of painting and calligraphy of veteran cadres was held. Comrade Zhang Changyi, secretary of the Party branch of the veteran cadres in Gaozuo Town, was rated as an excellent model of our county.

(3) Focus on the construction of party organizations for retired cadres.

1, in accordance with the "opinions" (the Central Committee of the Communist Party of China No.3 [20PC]), actively prepare for the establishment of retired cadres' party committees (working committees), and strive to promote the construction of funds guarantee mechanism for retired cadres' party organizations. The application was made in May.

2, according to the requirements of provinces and cities, focus on the provincial "one party membership, multi-party management" community retired cadres party building pilot work. In mid-July, a special meeting was held to study and summarize the party building work of retired cadres in the "one-party membership and diversified management" community.

3, in accordance with the principle of conducive to education management, conducive to play a role, conducive to participation in activities, and actively explore the establishment of grassroots party organizations or temporary party organizations in places where retired cadres live, activities and study, and further strengthen the construction of party organizations involving retired cadres as the main body. At present, the county has established 39 party branches of veteran cadres, basically achieving full coverage of veteran cadres in party member.

Third, improve the security mechanism, implement living welfare, and share the development achievements of veteran cadres.

First, consolidate the achievements of the "three mechanisms", further strengthen the system construction, especially the system provisions on medical security for retired cadres, coordinate with relevant departments, conscientiously do a good job in the classification and approval of retired cadres, provide timely disbursement basis, ensure that the living allowance for retired cadres is reissued on time, and ensure that the medical expenses of retired cadres are reimbursed in time according to the policy. The second is to provide basic medical insurance for the survivors of two retired cadres who have no work units and no fixed income. So far, there are 57 survivors of retired cadres in enterprises and self-supporting enterprises (bankruptcy restructuring) that are treated equally with urban retired workers. Third, on the eve of the Spring Festival, the main leaders of the county visited and consoled the old leaders at the county level and Guo Shuyu and other retired cadres. Bureau leaders visited Yao Qiachuan and Zhang, retired cadres who were ill and hospitalized, and Guo Bushan and Wang, retired cadres of the bureau, and expressed infinite concern for retired cadres. Fourth, in early June, the county hospital of traditional Chinese medicine conducted a five-day annual health check-up for retired cadres at the county level and updated their health records. In the past six months, I have visited veteran cadres 150 times, visited sick and hospitalized veteran cadres 70 times, visited veteran cadres in difficulty 10 times, called veteran cadres 10 times, and visited 30 times in time in case of major family changes.

Fourth, strengthen the construction of positions, promote cultural pension, and expand the field of learning activities for veteran cadres.

(1) Strengthen the construction of activity centers for veteran cadres to meet their spiritual and cultural needs. The original activity place of the activity center for retired cadres in our county is seriously insufficient, which restricts the development of activities for retired cadres. In order to provide a good place for veteran cadres, the leaders of the county party committee and government attached great importance to the construction of the activity center for new and old cadres, which was officially launched in 20xx. After two years of construction, at present, the main project, decoration project and ancillary projects (including greening) have been fully completed and officially put into use in July 20xx. The activity center for new and old cadres is a garden-style activity place integrating learning, entertainment, fitness and leisure, with complete functions and rich contents, which basically meets the spiritual and cultural needs of retired cadres. On June 16, Chen Ming, deputy director of the Bureau of Retired Veteran Cadres of the Provincial Party Committee, and his party visited the new activity center.

(2) Organizing veteran cadres to carry out cultural and sports activities to enrich their spiritual and cultural life. Take the activity center for veteran cadres, the university for the elderly, the calligraphy and painting association for the elderly and the sports association for the elderly as platforms to carry out various activities. First, during the Spring Festival on the first day of New Year's Day, Lianhe County Old People's Calligraphy and Painting Association launched a compulsory Spring Festival couplets. The second is to organize veteran cadres to carry out activities such as calligraphy and painting photography exhibitions, health lectures, participation in briefings, symposiums, and book clubs, and continue to carry out in-depth theme activities such as "showing sunshine mentality, experiencing a better life, and talking about development and changes". Third, on the day of "Unified Activity Day of Grass-roots Party Organizations" every month, 39 Party branches of retired cadres in our county actively organize retired old party member to carry out activities such as political study, democratic deliberation, voluntary preaching and voluntary service. The fourth is to seize the new situation that the number of young entrepreneurs returning home is increasing year by year, explore a new model of pairing assistance, deepen and expand the activities of silver-haired talents serving northern Jiangsu, further gather silver-haired talents, and achieve practical results. Fifth, encourage old comrades to pay attention to WeChat and WeChat official accounts and spread positive energy on major domestic media websites. Sixth, the joint university for the aged held special cultural performances in communities, schools, squares and towns, and performed more than 30 performances in the past six months.

Six, to carry out the "two studies and one work", pay attention to self-construction, the image of the department of veteran cadres has been improved.

We will implement the political and professional learning system, intensify the study and training, organize veteran cadres to go out to learn advanced experience, strengthen their theoretical study and practical ability, further enhance their professional thinking, professionalism and professional methods, improve their overall quality and ability to serve veteran cadres, cultivate a pragmatic style, and do a good job in veteran cadres' work with their style.

(two) to strengthen publicity and research, and create a working atmosphere. In the past six months, combined with the actual work of retired cadres in our county, a research meeting was held in time, and investigations were carefully organized around such topics as "strengthening the education and guidance of retired cadres", "giving full play to their unique advantages", "doing a good job in service guarantee for retired cadres", "improving the working system and mechanism of retired cadres" and "Party building work for community retired cadres". Actively use the website, Weibo, WeChat and other new platforms and new media, focusing on promoting the No.3 Document of the Central Committee and the "Double First" commendation meeting for national and provincial veteran cadres. At the same time, do a good job in information submission, submit more than 30 pieces of information in half a year, and publish "Silver Tide" 1.

(three) actively participate in the grassroots, and strive to help the masses. First, important festivals offer condolences to the masses. Before the Spring Festival, Comrade Yao Mingbin, the "first secretary" and director of Yaosheng Village in Gaozuo Town, led party member cadres and resident cadres to visit 14 families with difficulties and sent them holiday condolences and rice, noodles, oil and other condolences. The second is to help improve the service center. As the person in charge of retirement management in our company, in my long working experience, I know that retirement management is not only a service and transactional work involving many specific things, but also a management work, because this work is very policy-oriented and operational. To achieve this, we must put all the specific work in actual work, including future planning, on our own agenda and consider and scrutinize it from time to time. We should also solve new problems in our work in a timely and effective manner. Usually, we should take into account the possibility of many problems and prevent them before they happen. Only in this way can we avoid many adverse events and avoid being in a hurry when things happen. For example, in my actual work, I have cooperated with company leaders many times and successfully mediated many disputes, disputes and contradictions among retired employees, thus effectively ensuring the overall harmony of the living environment of retired employees and ensuring that every retired employee can have a harmonious and warm old age.

The third is to provide more and more sincere care for retired employees. In this regard, I think that under the conditions of my ability, considering the fact that my children are not around, they often do nothing to kill time and their health is beginning to decline, I should build more cultural and sports projects, places and facilities for them, and organize more group entertainment or learning activities to make their old age happy and fulfilling. At this point, based on various considerations, I have done a lot of work and achieved fruitful results. For example, the existing activity room for retired employees in our company should be cleaned and opened on time to ensure that retired employees have a place for activities and gatherings and make this place healthy and comfortable. And the facilities and other properties of the activity room are carefully maintained to ensure that this place can run for a long time and provide a stable guarantee for the activities and life of retired workers. There has been a lack of tables and chairs in the activity room. I have effectively solved this problem through some methods, so that more old people can come to the activity room to exercise, so that the retired workers who come to the activity room are bigger and more lively, and all the old people can feel the warmth of the group. The high and low temperatures in summer and winter are not good for the health of the elderly, and also affect their enthusiasm for going out. I have also solved these problems through some measures, creating a more comfortable environment for retired workers to enjoy the cool and keep warm, so that they can have better activities and lives. According to the reflection of retired workers, these measures, efforts and achievements are effective and have been supported and praised by the majority of retired workers.

Fourth, seriously, actively and quickly implement the due treatment of retired workers, and actively carry out and strengthen the condolence work for retired workers. Many retired workers have difficulties in life due to family changes or physical illness, which greatly affects their lives and makes it difficult for them to be guaranteed in their later years. This is an important work in retirement management. If these situations occur, we must find a way to solve them. For example, two retired employees of our company, who live in Hengyang, are facing difficulties because of their physical illness. I did what I could to help them solve some difficulties by reimbursing their medical expenses and mailing their salaries. I also extended this work to all retired workers. For example, under the instructions of my leader, I insisted on taking a day or two off every month to help all retired workers pay rent and water charges. Condolences for retired employees also need to be done well, especially for some retired employees who have suffered or experienced major changes, because it is related to whether they can feel the warmth from the company group, how the employees look at the company, and whether they can accept the company group and this big family from the bottom of their hearts, so they cannot be ignored and valued. I have also done a lot of work in this respect to ensure that this work can be recognized by the company, leaders and retired employees and on-the-job employees. For example, I have assisted the company leaders many times, handled the funeral and aftermath of some retired employees who died, and visited many retired employees who were hospitalized. All these works have achieved good results. In addition, I often go deep into the families and groups of retired workers, communicate and chat with them, understand their mental state, and give corresponding comfort and guidance according to the actual situation, so that they can feel the concern of the company and leaders. For some retired employees with difficulties in life, I also contacted relevant departments to provide them with certain subsidies to help them solve their difficulties in life.

Fifth, do a good job in the reception of letters and visits, actively listen to the opinions of retired workers, understand their difficulties and need help in time, and help them solve problems in time. Retired workers are all elderly people, and they may encounter many problems in their lives, and they may encounter difficulties in needing help anytime and anywhere. And my personal strength is limited. In my daily work, because of many things, I may not be able to fully and timely understand their difficulties and need help. In this regard, these problems can be effectively solved by setting up a petition reception system, setting up a dedicated telephone, opening up a special workplace, and even actively holding thematic activities on a regular basis to focus on their needs. This work is necessary and effective, and I will build and strengthen it in the future.

Sixth, improve the personal quality of retired workers through various measures. Because of the personal problems of retired employees and the relationship with other personnel, the possibility of problems is endless. It is difficult to solve them thoroughly, timely and effectively, let alone fundamentally, only by the work of the company and me. To solve this problem better and more thoroughly, only by improving the personal quality of retired workers can it be completed. As our company is a state-owned enterprise, many retired employees are party member. Even if some are not, I have lived and worked in this atmosphere for decades. This provides favorable conditions and guarantees for training, organizes the study of relevant documents, and conducts batch rotation training on a regular basis. Through these measures, retired employees can better understand the importance of retirement management, establish a sense of responsibility in their hearts, and thus actively participate in the cooperation of this work. This will make our retirement work easier and more effective, which will be more conducive to improving the quality of life of retirees in their later years. However, considering that retired employees are old people, many of them are old leaders, we should pay attention to ways and means, have affinity, mainly in a subtle way, and the number of times should be appropriate to prevent them from feeling disgusted. Third, my shortcomings in retirement management.

According to my personal observation and summary, I think there are still some objective, inevitable and difficult difficulties in the retirement management of our company as a whole, which are caused by many reasons, such as strong policy-oriented retirement work, large coverage, and special management objects and circumstances. To sum up, these difficulties are mainly reflected in the following aspects: First, retirees are mostly elderly people, so they are in a special period, and both their age and the number of cases are on the rise, which has established a strong foundation for management difficulties. The second is that the number of retirees is inevitably increasing every year. There are many people, but the resources are limited, which adds a lot of workload to retirement work and causes hidden dangers that cannot be taken into account in many aspects. Thirdly, the situation of activity places is getting more and more tense, because the per capita use area of activity places is decreasing year by year, and activity places are inevitably facing some problems, such as increasingly insufficient supporting facilities and outdated facilities affecting the quality of activities. Fourth, many retirees have special skills. Under the fierce competition for cash, the pressure of survival, and personal wishes, they still want to continue to make their own contributions to the company and society, but their wishes are often hindered and restricted. Fifth, because of age and physical problems, retired workers' enthusiasm for participating in activities is getting worse and worse, which also brings difficulties to the organization and development of activities in retirement management. Sixth, retired workers also face the problem of low pension benefits. In addition to their personal problems, there are also related relatives, such as children's employment and housing problems, which have created many unstable factors for the development of retirement management and increased the difficulty of work. Seventh, the main funds for retirement management come from the company's fund allocation. With the increasing demand for retirees and funds year by year, funds are getting more and more tight.

To solve these problems, we need to work hard on the above methods and points of retirement management. In the final analysis, many problems and difficulties arise because the above methods and points are not effective and thorough in implementation, which is where I need to pay attention and continue to work hard. Some problems and difficulties are development problems, that is, problems that must be faced and appeared in the process of development.
