Is this photo contest a scam?

Let's see what organization it is, but it's probably a scam to brush gifts and win votes like this. The first place is suddenly surpassed by the last few people. These may be that merchants brush gifts for the people behind them, and use the psychology of being unconvinced by the first place to achieve the effect of brushing more gifts. Another is that the deadline is approaching, and the insiders of the business vote in the background, and the prizes are all their own. I might as well not believe it.
