The plateau is not necessarily ice and snow, but the Qinghai-Tibet Plateau and the Antarctic Plateau are indeed ice and snow. But there are also plateaus, such as Pamirs, and the Mongolian Plateau is not covered with large areas of ice and snow.

Plateau usually refers to a relatively complete large uplift area above 1000m above sea level, with a vast area, open terrain and obvious steep slopes around it. If there is snow and ice, it means that the altitude here is high and there is snowfall.
