(XI) Emergency

Members, officials, employees, players and coaches of rugby union should watch every game, and the league will decide whether to continue the game. In case of unexpected events, such as severe cold weather, natural or human disasters, power failure and audience interference, etc. The competition will be suspended, cancelled, postponed or terminated when the start or continuation of the competition will pose a threat to the safety of contestants and spectators.

(XII) Rights of Committee Office

1. The right to cancel, postpone or terminate the competition is granted only to members and team chairmen. * eliminated. Elimination can only be announced if the game cannot be played due to the fault of one team or refusal to participate in the second competition. At this time, if the other team is ready and wants to participate, it can win 2-.

2. If there are unexpected circumstances that require the cancellation, postponement or termination of the competition (see the rules above), the highest representative in the Committee office who is in control can consult with the members of the Committee, the president of the League or the responsible official appointed by the League on the day of the competition to confirm this decision. (If the responsible official is not present on that day, please consult with him by telephone). If the environmental conditions of the day have been confirmed, the representatives of the alliance should still consult with the meteorological bureau and the appropriate security personnel of the alliance, clubs, stadiums and local governments. If there was no representative of the Committee office to ensure that the game was under control, the referee would be fully responsible.

3. In case of urgent need to ensure safety, the representative of the committee office can set a time-out after consultation with the referee, and if authorized, they can also remove the contestants from the stadium. Committee representatives should ensure the safety of spectators, players, competition officials, non-competitors in the viewing area and other people on the field, such as photographers and cheerleaders.

4. If possible, the representatives of the office of the league officials can negotiate with the authorized representatives of the two participating clubs to cancel the decision of any committee, including the postponement or termination.

5. if the Committee and the president of the league decide to cancel the postponement and termination of a match, it shall be announced by his representative or the official on the day of the match, for example, by using the public address from the wireless microphone of the referee, using the public area of the home team or contacting the radio and other media.

(XIII) Steps of starting or rematch

The key points of the right to handle such affairs are as follows: The HR department of the League and the referee will start or rematch according to this step under the influence of special emergencies.

1. Because of an emergency, a regular season or playoffs can't kick off as scheduled or delayed in the same day, and the game still needs to be arranged by the Committee on the following date.

2. if an emergency is expected to happen after the start of the competition or during the competition (for example, an upcoming tropical storm), the start time shall not be arranged in advance unless there is obvious or sufficient time to make an orderly change.

3. All the suspended matches will be restarted on the same day. If all competitions are postponed to another date, they will start from the moment of suspension. When the game is suspended, the referee should announce the suspension and record the following data: the team that controls the ball, the direction of the ball, the position, area, distance and time of the game when the ball is present, and any data and information related to the fair start.

4. The postponement of the regular season will be repeated by the Committee within two days of the original match day, and will be held in the same venue. If it cannot be held in the same venue, the Committee will arrange a reasonable and alternative venue competition. If the match cannot be replayed within two days of the original time, it will be scheduled to be repeated on Tuesday next week. The Committee will arrange unfair match time if the players of the two sides play because of the time conflict. (For example, the match has been scheduled for Tuesday)

5. The playoff will be postponed, and the committee will be held in the same venue as soon as possible after the scheduled match. If it is impossible to play in the original venue, the Committee will arrange a reasonable venue to arrange a rematch.

6. in any case, if the game is postponed due to the negligence of the club, the club will bear the expenses of the home team, including the Committee's comments, tickets and TV broadcast income.
