Article 1: In order to strengthen the fire safety management of indoor entertainment venues in this city, prevent fire accidents, and protect the safety of life and property of the country and people, in accordance with the "Fire Protection Regulations of the People's Republic of China" and its implementation Detailed rules and "Anhui Province Fire Management Measures" are formulated based on the actual situation of this city. Article 2 of these regulations is applicable to theaters, dance halls, nightclubs, karaoke halls, music cafes, and entertainment cities (palaces) within the administrative area of ????this city. , video halls and other indoor entertainment venues (hereinafter referred to as entertainment venues). Article 3 The Municipal Public Security Bureau is responsible for the organization and implementation of these regulations, and the public security and fire protection agencies at all levels are responsible for the management of fire safety in entertainment venues in accordance with their duties and powers. Article 4: The operator of an entertainment venue shall be responsible for fire prevention.

The lessor and lessee of the business premises of the entertainment venue, as well as the outsourcer and the contractor of the contract operation of the entertainment venue, should sign a fire prevention responsibility letter to clarify the fire prevention responsibilities of both parties. Article 5 Entertainment venues shall establish a fire safety responsibility system and accept the supervision and inspection of public security and fire protection agencies. Article 6 For newly built, renovated or expanded entertainment venues, the interior decoration and decoration must comply with the requirements of the architectural design fire protection regulations and the "Hefei Municipal Fire Protection Technical Management Regulations for Building Decoration Projects", and the design drawings shall be submitted to the public security fire department for approval; after the completion of the project, the Entertainment venues that have been open before the promulgation of these regulations in Article 7 can be put into operation only after passing the inspection and acceptance by the public security fire-fighting agency. If the construction, decoration, etc. do not comply with these regulations, a renovation plan shall be formulated and the renovation shall be carried out within a time limit in accordance with the requirements of the public security fire-fighting agency. Article 8 If an entertainment venue is connected with other buildings, fire prevention separation shall be carried out. The partition walls of separate private rooms should be non-combustible, and the fire resistance limit should comply with the requirements of fire protection technical specifications. Article 9 The decoration and scenery materials of entertainment venues shall be made of non-combustible or flame-retardant materials. Key parts such as audio consoles and electrical rooms should use non-combustible materials, wooden wall skirts should be painted with fire-retardant paint, and decorative textiles should be flame-retardant. Article 10 There should be no less than two safety exits leading to the outside of the building from inside high-rise buildings, underground or entertainment venues that accommodate more than 200 people. The safety exits in other entertainment venues should comply with the requirements of fire protection technical specifications. Evacuation passages and exits should be kept clear, and stacking of any items is strictly prohibited. The evacuation passages to the exits should be equipped with evacuation instructions in Chinese and English and patterned light evacuation signs, and should be kept in good condition. The evacuation door must open outwards and be no less than 1.4 meters wide. Revolving doors, rolling shutter doors, and side-pull doors are not allowed. Article 11: Electrical equipment in entertainment venues shall be installed in strict accordance with the relevant national electrical design and construction and installation acceptance standards, and shall be inspected and repaired regularly. Article 12 Electric wires in entertainment venues should use copper core wires. All electrical lines should be protected by metal sleeves. Wires crossing passages should be fixed and protected and must not be exposed. The high-temperature parts of the surface of light distribution and lighting fixtures must not be close to combustible materials. Mobile lighting fixtures should use rubber-covered cables, and plugs and sockets should maintain good contact. Article 13 When neon lights are used in entertainment venues, the transformer should be installed on a non-combustible structure. , do not go near combustibles. The electrodes of the lamp tube should be kept 10 cm away from the conductor and should be installed on insulating material. Article 14 Entertainment venues should be equipped with a corresponding number of fire-fighting, life-saving and other equipment and facilities. Entertainment venues that are larger in area, have more private rooms, or are located underground should install indoor and outdoor fire hydrants and other fire-fighting facilities, and set up automatic fire alarms, automatic Fire extinguishing devices and smoke prevention and exhaust facilities. Article 15 Fire-fighting equipment should be placed in an obvious and easily accessible place, and designated personnel should be assigned to manage it and conduct regular inspections and maintenance to ensure that it is complete and usable. Article 16 It is strictly prohibited to use or store flammable and explosive items in entertainment venues, and it is prohibited to pile up combustible materials. Article 17 An entertainment venue shall determine the number of people it can accommodate based on its business area and report it to the public security and firefighting agency for record. No overcrowding is allowed during daily operations. Article 18: Entertainment venue operators should conduct fire safety knowledge training for employees before taking up their posts. Employees after training should meet the following basic requirements:

(1) Understand basic knowledge of fire prevention;

(2) Master fire-fighting common sense;

(3) Be familiar with the fire prevention responsibilities of this position;

(4) Will call the police if a fire occurs, organize the evacuation of personnel, and put out the first fire.

Employees who have not been trained and who do not meet the above requirements are not allowed to work. Article 19 When an entertainment venue is in operation, it shall designate a designated person to be responsible for safety inspections and inspections in order to promptly discover and deal with fire hazards.

After the daily business closes, the business premises should be fully inspected according to the division of labor according to the job responsibility system, and the power supply and fire source should be cut off.
