Rule three. Standardize the use of protective agricultural land
Engaged in the construction of protected agriculture, the operators and landowners shall agree on the conditions for land use, give play to the management role of the township government, and standardize the land use behavior.
The first point is to sign a land use agreement. Before the use of agricultural land for facilities, the operator shall draw up a plan for the construction of facilities, including the project name, construction site, types and uses of facilities, quantity, standards and scale of land use, and negotiate with township governments and rural collective economic organizations on the land use period, land use, land reclamation requirements and deadlines, land return and liability for breach of contract.
After reaching a consensus, the construction plan and land use conditions will be announced to the public in the form of town and village government affairs, and the announcement time will not be less than 10 days; If there is no objection at the end of the announcement period, the township government, rural collective economic organizations and operators shall sign a land use agreement.

Article 4? Strictly implement agricultural facilities. Engaged in facility agriculture and large-scale grain production, operators must use land in accordance with the agreement to ensure agricultural land.
Protected agricultural land shall not change the land use, and it is forbidden to use it for other non-agricultural construction without authorization or in disguise; Do not exceed the standard land, and it is forbidden to expand the scale of facilities land without authorization or expand the scale of facilities land in disguise by applying for land in stages; The nature of facilities directly engaged in or serving agricultural production shall not be changed, and it is forbidden to use facilities for other operations without authorization.
County-level land and resources departments and agricultural departments should strengthen daily law enforcement inspection according to their functions, and do early detection, early stop, early report and early investigation of facilities construction and land use that do not meet the prescribed requirements. For unauthorized or disguised use of facility agricultural land for other non-agricultural construction, it should be severely punished according to the law and regulations.
