Is the China Dream Youth Video Festival a national competition?

The 3rd China Dream Youth Video Festival and the "30-year-old New Rizhao University Student Micro-Pat Competition" kicked off in Rizhao City, Shandong Province.

This video festival is jointly sponsored by the International Film and Television Cultural Exchange Committee of China Cultural Information Association, the World Media Research Center of the Institute of Journalism and Communication of China Academy of Social Sciences, the Film and Television Society of China Colleges and Universities, the Rizhao Municipal Committee of China and the Rizhao Municipal People's Government, and undertaken by the Rizhao Municipal Committee of the Communist Youth League, Rizhao Land Development Group and Rizhao Radio and Television Station.
