Jinhua Shuanglong Bridge Information

At the end of 2005, Chen Xiaohua, a citizen of Jinhua, Zhejiang Province, was walking on the sidewalk of Shuanglong Bridge in the urban area when a cover plate suddenly fell off his foot, causing him to fall on the dry riverbed about 20 meters below the bridge and die on the spot.

The reporter's investigation found that this bridge, which was built with donations from many citizens and invested as much as 90 million yuan, buried hidden dangers in the design and construction stages. During the 10 years after the completion of the bridge, although problems were constantly exposed and even experts put forward warnings and solutions, they were always ignored by managers until a life came to an abrupt end.

There are actually 24 "tofu dregs" cover plates on the sidewalk of the bridge.

The Shuanglong Bridge, where the accident occurred, spans Wujiang River, the mother river of Jinhua, with an investment of more than 90 million yuan. The construction period is as long as three years, and 1996 is completed. Its completion, through the 330 national highway and 03 provincial highway Hangzhou-Jinxian Jinhua main road network transit section, but also from Jinhua Municipal Government to Jinhua Railway Station.

The construction of Shuanglong Bridge embodies the hopes and contributions of the citizens. The four stone monuments on the bridge are engraved with the names of some people who donated money to build the bridge. Ten years ago, when the funds for building the bridge were in a hurry, Jinhua citizens generously donated money to enable the bridge to continue construction. This is a historical record. The Jinhua Municipal Party Committee and Municipal Government wrote on the stone tablet of the bridge: It is precisely because the people cast this bridge that the dream of building the bridge can be realized. Therefore, Shuanglong Bridge is called "popular project". The late Chen Xiaohua was also one of the people who donated money to build the bridge.

However, there are problems in the design and construction of this bridge. Wang Minle, head of the accident investigation team and director of the Jinhua Municipal Administration of Work Safety, told the reporter that after investigation, the relevant departments determined that this was a liability accident. The construction unit did not construct according to the drawings and fixed the pavement slab and the bridge deck with steel bars, which was the root cause of the displacement of the pavement slab and the falling off of the bridge slab, and eventually led to the accident.

In addition, the design of the bridge has also buried hidden dangers: six cover plates with a length of about 3 meters and a width of 1 meter are hung at both ends of the sidewalks on the left and right sides of the bridge. According to the design, only 65,438+00 cm plates at both ends of the cover plate are placed on the bridge and the kerb respectively. There are no protective facilities under these 24 cover plates, which are suspended for 20 meters, almost equivalent to the height of 7 floors.

In the course of ten years' use, the cover plate on the sidewalk of the bridge is constantly shifting, which leads to the contact surface between one end of the cover plate and the base becoming smaller and smaller. The reporter saw at the scene that one end of the fallen cover was originally placed on the bridge, and the contact position was only about 2 cm. In other words, this side of the cover plate can only be placed on the bridge for 2 cm at most.

Some passers-by were stunned when they saw the sidewalk with the cover plate off. A young woman said that a few years ago, a fireworks show was held in downtown Jinhua. There was a sea of people on the bridge, and at least three people were crowded on a board. She walked back and forth near the pedestrian cover, and now the more she thinks about it, the more afraid she is. An old man said that the heavy cement cover is only 2 cm across the bridge, and everyone knows the danger. It cost more than 90 million to build the bridge. Why don't you have the heart to spend thousands of dollars to reinforce several cover plates? Why does the "popular project" only care about cars and not people?
