Regulations of Suining Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to cultivate and practice the socialist core values, standardize and carry forward civilized behaviors, and improve the civilized quality and social civilization level of citizens, these Regulations are formulated in accordance with relevant laws and regulations and in combination with the actual situation of Suining City. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality.

The term "civilized behavior" as mentioned in these Regulations refers to the behavior guided by socialist core values, observing socialist morality, maintaining public order and good customs, respecting the legitimate rights and freedoms of others, and embodying social progress. Article 3 The promotion of civilized behavior should be based on the combination of the rule of law and the rule of virtue, and the working mechanism of unified leadership of the Party committee, joint management of the Party and government, social construction and participation of the whole people should be established. Fourth city and county (city, district) spiritual civilization construction committee to promote the propaganda of civilized behavior within their respective administrative areas.

City, county (city, district) institutions related to spiritual civilization construction are specifically responsible for the planning, guidance, organization, coordination, supervision and inspection of the promotion of civilized behavior within their respective administrative areas. Fifth city and county (city, district) people's government departments in accordance with their respective responsibilities to promote civilized behavior.

Township people's governments and sub-district offices shall, in accordance with the requirements of the people's governments at higher levels and relevant institutions for the construction of spiritual civilization, do a good job in promoting civilized behavior within their respective jurisdictions.

Village (neighborhood) committees shall strengthen the propaganda and guidance of civilized behavior and assist in the propaganda of civilized behavior. Article 6 The people's governments of cities and counties (cities, districts) shall incorporate the promotion of civilized behavior into the national economic and social development plan, and the required funds shall be included in the fiscal budget. Seventh state organs, enterprises and institutions, social organizations, other organizations and citizens should actively participate in the propaganda of civilized behavior.

Public officials, educators, advanced models and public figures should play an exemplary role in advocating civilized behavior. Chapter II advocates and standardizes Article 8: Actively practice social ethics with civility and courtesy, helping others, caring for public property, protecting the environment, and obeying laws and regulations as the main contents, professional ethics with respect for posts, honesty and trustworthiness, fairness in handling affairs, enthusiastic service, and dedication to society as the main contents, family virtues with respect for the elderly and love for the young, equality between men and women, harmony between husband and wife, thrifty housekeeping and mutual assistance in the neighborhood as the main contents, and patriotic dedication and polite obedience as the main contents. Article 9 The following acts are advocated:

(1) Being courageous, participating in emergency rescue and disaster relief, and stopping illegal and criminal acts according to law;

(two) actively participate in poverty alleviation, helping the elderly and the disabled, community service, environmental protection and other activities;

(three) blood donation, voluntary donation of hematopoietic stem cells and human organs (organizations);

(four) green travel, giving priority to public transport or walking or cycling;

(5) Civilized dining, using public chopsticks and spoons for dinner, and ordering food in moderation to avoid waste;

(six) actively participate in the reading of the whole people, and jointly build Suining Book City;

(seven) establish a new style, civilized and frugal wedding and funeral etiquette activities;

(eight) civilized sacrifice, by offering flowers, planting trees, cleaning tombstones, online memorial and other ways to mourn;

(nine) other civilized behavior advocated by the state. Tenth maintenance of public order, abide by the following norms:

(1) Dress neatly and behave appropriately;

(2) Answer the phone quietly, don't speak loudly, don't swear;

(three) waiting in line for service, orderly and courteous;

(4) Take the elevator first and then go up, and go up and down the stairs to the right;

(five) when watching cultural performances and sports competitions, respect the contestants and other spectators, obey the management, and be civilized;

(six) civilized tourism, cherish tourism resources, respect local customs and cultural traditions, and abide by the order of scenic spots;

(seven) civilized medical care, respect for medical personnel and other medical patients, abide by the order of medical institutions, and handle medical disputes according to law;

(eight) civilized Internet access, without harming the legitimate rights and interests of others, and without spreading false, obscene, violent and other information;

(nine) in case of emergency, obey the on-site command and cooperate with emergency treatment;

(ten) other civilized behavior norms to maintain the order of public places. Eleventh maintenance of public health, abide by the following norms:

(a) classified as domestic garbage;

(2) keeping public places clean, tidy and orderly;

(3) Smoking in no-smoking places consciously avoids others;

(4) Go to the toilet in a civilized way, maintain the hygiene of public toilets, and take good care of public toilet facilities;

(5) Cover your mouth and nose when coughing or sneezing, and consciously wear a mask when you go out with infectious respiratory diseases;

(six) when a major epidemic occurs, obey the management requirements of local towns, streets, residential areas and public places responsible for epidemic prevention and control, accept prevention and control measures such as investigation, monitoring, isolated observation and centralized treatment according to law, and truthfully provide relevant information;

(seven) do not illegally eat, buy or sell wild animals and their products;

(eight) other civilized behavior norms to maintain public health. Twelfth to maintain traffic safety order, abide by the following norms:

(a) motor vehicles, non-motor vehicles, pedestrians go their own way, and ordinary vehicles take the initiative to avoid police cars, fire engines, ambulances and engineering rescue vehicles performing emergency tasks;

(2) Vehicles pass in a courteous and orderly manner at entrances and exits and congested slow-moving sections;

(3) When vehicles pass through sections with water, silt and dust, they should slow down so as not to interfere with others;

(four) the vehicle stops regularly when getting on and off passengers, and passengers get on and off from the right side;

(five) buses, taxis, network car hospitality, standardized services, do not throw away customers, bully customers and refuse to carry;

(six) when taking public transport, abide by the order of riding, maintain the driver's safe driving, and give up his seat for passengers in need;

(seven) pedestrians crossing the road, timely and safely through the crosswalk or crossing facilities, do not run red lights, do not climb over the guardrail;

(eight) take good care of the means of transportation enjoyed by * * *, and use and park them in a standardized and orderly manner;

(nine) other civilized behavior norms to maintain traffic safety order.
