Article 1: In order to strengthen the management of rental housing in Shenzhen City (hereinafter referred to as the city), ensure the safety of rental housing, and maintain social order, these regulations are formulated in accordance with relevant laws and regulations and in conjunction with the actual situation of this city. Article 2 The rental houses mentioned in these regulations include residential rental houses, industrial and commercial rental houses and other rental houses.
The lessor referred to in these regulations includes the owner of the house, the legal user, the actual manager, and the institutions and personnel entrusted to manage the rental house.
This regulation applies to the management of rental housing within the management area of ??Shenzhen City.
If the government has other regulations on the management of public rental housing and industrial housing, those regulations shall prevail. Article 3 The municipal and district people's governments shall strengthen leadership and coordination over rental housing and population management, establish and improve management institutions, improve management systems, and include rental housing and population management work within the scope of annual assessments.
The sub-district office should strengthen rental housing and population management, and organize the sub-district population and housing comprehensive management agencies and relevant departments to do relevant management work. Article 4: The comprehensive population and housing management agency is responsible for verifying and collecting the population information and housing information of rental houses, investigating hidden safety hazards in rental houses that can be visually discovered, and assisting functional departments in carrying out rectification work.
The public security organs are responsible for the security management of rental housing and population and household registration management, and guide the collection of population information.
Departments of planning and natural resources, housing and construction, ecological environment, taxation, market supervision, health, culture, emergency management, urban management and comprehensive law enforcement are responsible for the management of rental houses in accordance with the law within the scope of their respective statutory responsibilities. Implement management. Article 5 The municipal population and housing comprehensive management agency shall perform the following rental housing management responsibilities:
(1) Responsible for the development, construction, management and maintenance of the rental housing information management system;
(2) ) Responsible for the compilation, maintenance and update of housing coding information;
(3) Guiding and supervising the verification and collection of basic information on population and housing in each district;
(4) Coordinating various districts to cooperate with functional departments to carry out rental housing Investigation and reporting of safety hazard information.
The district population and housing comprehensive management agency performs the following rental housing management responsibilities within its jurisdiction:
(1) Organize each street to compile, maintain and update housing coding information;

(3) Coordinate and cooperate with functional departments to carry out information inspection and reporting of safety hazards in rental houses;
(4) Organize various streets to carry out other management services for rental houses.
Basic population information refers to the residence registration information stipulated in the "Shenzhen Special Economic Zone Residence Certificate Regulations". Basic house information includes house physical information such as house address, house area, actual purpose, usage status, etc. Article 6 Property service enterprises, real estate brokerage agencies, joint-stock cooperative companies and other units shall assist relevant government departments in the management of rental housing. Article 7 It is prohibited to rent the following houses:
(1) Houses that are deemed dangerous and cannot be used;
(2) Houses that have major fire hazards, geological disasters and other safety hazards;

Article 8 For houses that are prohibited from being rented out, the relevant competent authorities shall promptly rectify them and urge the house owners to fulfill their safety responsibilities. Article 9 It is prohibited to set up employee dormitories in production, operation and storage sites in violation of state regulations.
Lessors and lessees shall not violate construction project planning permit regulations. Without the planning permission of the construction project, you are not allowed to change the functions of the rental house without authorization, and you are not allowed to open (block) doors and windows on the exterior walls, close the balcony, build an attic, a shed, or build a building (structure) on the rooftop. Article 10: Rental housing shall be subject to house coding management. Housing coding information is uniformly compiled, maintained and updated by the comprehensive population and housing management agency, and included in the municipal government information resource sharing platform for use by various departments. Article 11 The lessor and the lessee shall file the lease contract in accordance with relevant regulations. Article 12 The lessor shall report the rental house information to the population and housing comprehensive management agency of the street where the house is located within seven days from the date of establishment or change of the lease relationship, including the names, contact information, identity document types and numbers of the person and the residents of the rental house. wait.
Persons with non-Shenzhen household registration shall apply for residence registration in accordance with the "Shenzhen Special Economic Zone Residence Permit Regulations".
Foreigners, residents of the Hong Kong and Macao Special Administrative Regions, and residents of the Taiwan Area shall apply in accordance with relevant regulations. Article 13 If a lessor in the same building has any of the following circumstances, he shall designate a special person to perform the information reporting obligation and report the special person's identity information and contact information to the population and housing comprehensive management agency of the street where the house is located:

In the case of the third item of the preceding paragraph, the lessor shall install an information collection system in accordance with the law and promptly report relevant information to the public security organs. Article 14: Comprehensive population and housing management agencies shall strengthen the informatization construction of rental housing and population management, and realize information sharing with the public security agency’s residence registration and declaration system. The staff of the Comprehensive Population and Housing Management Agency shall conduct on-site verification of the information declared by the declaration obligor.
